EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will serve as an Administrative Specialist performing a wide range of clerical and administrative duties to support the operations of the Regional Administrator. Typical assignments include:
- Assisting the Regional Administrator by arranging conferences/meetings with community groups, State and local officials, representatives of community groups, business organizations, or voluntary organizations.
- Reviewing outgoing correspondences for accuracy.
- Screening telephone calls, handling calls personally or referring to appropriate staff members.
- Preparing itineraries, obtaining transportation and accommodation reservations, and notifying and confirming arrival and departure times. Preparing travel authorizations and reimbursement vouchers.

COVID VACCINATION: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. Due to COVID-19, FEMA is currently in an expanded telework posture which will end January 31, 2022. Therefore, if selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period in accordance with FEMA’s telework policy.

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-09 level (starting salary $58,535) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-07) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:
- Composing, editing, and proofreading written communications (such as correspondence, reports, or briefings); and,
- Coordinating and organizing events, travel, or meetings for leadership; and,
- Utilizing a variety of automated office systems (word processing, database, graphics presentations, etc.)
A master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
