Job Summary:
You will lead grant management in different countries in the region for a portfolio of USG-funded projects, supporting program quality and evidence-based communications and analysis, and positioning to advance Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the country programs deliver high-quality programming and continuously work toward improving the impact of its programming.
Roles and Key Responsibilities:

  1. Lead overall grants management for a portfolio of projects, ensuring compliance with USG rules and regulations as well as with cooperative agreements. Lead compliance reviews for subrecipient agreements, contracts and procurements, MOUs and other key project documents.

  2. Support project and operations teams to use the appropriate systems and tools to ensure efficient and effective project implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Support linkages between project and operations teams in the use of Compass.

  3. Lead as Gateway compliance focal person for CRS grants.

  4. Lead document review and final editing and packaging for all deliverables required by grants and cooperative agreements.

  5. Lead as knowledge management focal point, regularly updating and sharing PQ resources produced by projects. Use evidence from learning in communication materials and highlight areas for strategic positioning.

  6. Champion learning with project staff. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to make recommendations to overcome implementation obstacles.

  7. Lead the document development for strategic program products that bring together analysis, learning, and recommendations, including process systematization, situation reports, and situational analysis.

  8. Lead program teams to bring together analysis of evidence and learning, program quality, grant management and implementation, and strategic communications. Lead strategic positioning efforts.

  9. Support regular learning activities, leading documentation & dissemination of discussions and action planning and incorporating learning into strategic communication materials.

  10. Support the identification of study or research opportunities and support MEAL and program staff to conduct these studies and research as necessary.

  11. Lead the development of strategic communication materials and documents in English, including program briefs, learning briefs, research synthesis, and the development of key messages and presentations for communications with donors and other external audiences.

Required Languages – English fluency and French working capacity; Spanish working capacity a plus
Travel – Willing and able to travel up to 20%.
Supervisory Responsibilities: None
Key Working Relationships
Internal: CRS country program Managers, Operational Managers, Head of Programs, Head of Operations, Country Representatives, CRS HQ project liaisons
External: Occasional donor engagement

Preferred Qualifications

  • Master’s degree in related discipline
  • MEAL skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Basic Qualifications

  • Bachelor’s degree required.
  • Three years related experience.
  • Ability to think analytically and act methodically
  • Strong writing skills, ability to write clearly and succinctly
