Habitat for Humanity International is currently seeking a dedicated and experienced professional to serve as the Associate Director – Global Affairs and Advocacy. Reporting to the Director of Global Affairs and Advocacy with the possibility of being based globally, this position is essential in supporting and shaping the way Habitat uses its voice globally in ensuring everyone has a decent place to live. Working with the Government Relations and Advocacy team in Washington, D.C., the associate director will work to further HFHI’s global advocacy agenda, including issues related to adequate and affordable housing, security of tenure, housing finance, informal settlements, and disaster response. Internally, the associate director will lead on engagement and support of the global Habitat network as they develop, engage, report and promote policies and systems change in their local or regional contexts and through global advocacy campaigns. The position will also directly engage on US foreign policy issues related to adequate housing with Congress, USAID and other multilateral development agencies including the U.N. The associate director will work closely with Habitat advocacy staff around the world to ensure global coordination and alignment. For the next five years, the position will have a strong focus on working on issues related to informal settlements in the global south.
Network policy support and learning
* Advocacy tools: Work with area advocacy managers to develop policy and advocacy tools and resources for national organizations and housing advocates, including resources which align with the global advocacy campaign.
* Research and writing: Assist in the research and writing of issue briefs, memos, or policy analysis to help educate the network and stakeholders on policy issues and priorities
* Policy opportunity support and Network learning: Provide public policy focused technical assistance to area advocacy managers and national organizations. Work in conjunction with the global advocacy team and the network to identify cross-learning opportunities within the network.
Tracking advocacy metrics
* Strengthen network knowledge and overall ability to monitor advocacy efforts. Track and verify advocacy reporting and record and share details on successes to prepare reports for respective audiences.
Support global advocacy campaigns
* Oversee the RFP process, dissemination, selection, monitoring and learning for the next global advocacy campaign’s challenge grants and parallel grants/scholarship for campaign implementation. ** Work with GRA grants projects senior specialist to coordinate processes.
* Align focus of work to provide policy expertise to global advocacy campaigns when called for.
Influence Global Housing Policy – USG, UN, other
* Support the director in influencing global housing policy by supporting opportunities for influence and engagement with external actors, leveraging the information from the network to define inputs and feedback into legislation, letters, policy, proposals, etc.
* In support of Global Policy Update research, assist in tracking/understanding trends and priorities in foreign assistance discourse globally.
* Supports GRA and HFHI’s engagement at global events like the World Urban Forum, COP meetings, UN-Habitat engagements, Cities Alliance presentations, etc.
Global Advocacy team support
* Coordinate work of the Global Advocacy Team for bi-weekly meeting agendas, review of documents, annual in-person meetings, and around national organization engagement.
* Bachelor, Masters preferred – in international affairs/relations, public policy, political science, or similar.
* Minimum of 5 years of related experience with preferably at least three years of experience on policy and advocacy related work engaging with either a Similar organization engaged in policy and advocacy efforts, supporting global efforts and networks to engage in influence; A locally based or national level organization focused on advocacy and policy change at the city or state/provincial level; or experience with the UN system, development agencies, and/or international donor governments.
* Collaborative and proactive approach to working in teams
* Strong research and writing skills
* Detailed experience in policy analysis and writing – housing policy experience preferred
* Ability to track, understand and interpret qualitative and quantitative data
* Experience with advocacy – various tactics and methodologies including campaigns
* Systems thinker that seeks to improve processes
* Proficiency in issues related to international development and humanitarian response
* Excellent interpersonal skills
* Ability to manage personal tasks, keep deadlines, and communicate priorities effectively
* Demonstrated ability to manage multiple projects and priorities simultaneously
* Experience in working in a multicultural context
* Reasonable understanding of and experience with two or more of the following issue areas:
Informal settlements, slum upgrading
Housing policy, across various international contexts including housing adequacy, affordability
Basic services, water and sanitation, urbanization
Disaster response and resilience
Foreign assistance policy and priorities
Programs servicing vulnerable populations globally
International development and/or humanitarian priorities
Preferred – in addition to minimum:
* Experience with housing, or its components (WASH, urban planning, land, finance, etc.) preferred
* Proficiency in additional languages would be an asset (Spanish, French, other)
* Previous grant management experience preferred especially within advocacy campaigns
* Public speaking
* Active support of HFHI Values:
