Call for Proposals for Independent audit into the response of SOS Children’s Villages to allegations of abuse.

SOS Children’s Villages International is a non-governmental organisation focused on supporting children and young people without parental care or at risk of losing it. It was founded in 1949 and operates in 136 countries and territories. SOS Children’s Villages provides alternative care services for children without parental care and works with families and communities to prevent child-family separation.

 

SOS Children’s Villages implements a systematic child safeguarding approach to ensure that the organisation, its operations and staff do no harm to the children and young people and do not expose them to the risk of harm and abuse.

 

1.     Purpose of the assignment:

SOS Children’s Villages International is looking for a consultant able to conduct an audit into the responses of SOS Children’s Villages to allegations of abuse in different countries and territories where SOS Children’s Villages operates its programmes. The audits relate to cases where there are allegations that SOS Children’s Villages did not respond appropriately to allegations of abuse.

The consultant is expected to audit the response of SOS Children’s Villages International and its member associations to allegations of abuse and whether this response was in line with the SOS Children’s Villages policies and procedures, national legislation, and international best practise as defined in the Child Safeguarding Standards by Keeping Children Safe.

The audit is not meant to be a re-investigation of the reported allegations of abuse.  

 

2.     Description of the cases to be audited:

It is estimated that the number of cases to be audited may vary between 0 – 5 over 18 months upon signing a contract between SOS Children’s Villages International and the consultant. During this period, SOS Children’s Villages International will share with the consultant specific child safeguarding cases, which will require an independent audit of the organizational response.

The cases to be audited are those where the organization exhausted all internal avenues to address the reported allegations, yet, the whistle-blower(s) express dissatisfaction with the conclusions of the internal investigation and accuse SOS Children’s Villages of not responding appropriately to allegations of abuse.

The detailed Terms of Reference for individual audits will be shared with the consultant as soon as the audit team will be nominated, and upon signing a confidentiality agreement.

 

3.     Scope of work:

Based on the shared Terms of Reference, the consultant is expected to develop a detailed methodology but, as a minimum, they should conduct a detailed review of the available documentation.

If the consultant deems it necessary, the following methods should be also applied:

  • Interviews (individual and group) with relevant parties involved in the response;
  • On-site visits;

 

4.     Expected deliverables:

The consultant must be able to deploy an expert team to conduct such audit within 2 months after receiving a request for an audit.  The audit should be conducted with the support from a local partner, where possible.

The audit report has to be submitted in English language in both electronic and hard copies. The report should include all findings as well as recommendations for actions and necessary improvements.

 

5.     Qualifications and experience required:

It is mandatory that the consultant involve local experts, where possible, in conducting the audits who have a deep knowledge and understanding of the local context and speak fluently the languages of the communities where the audit will take place.

In addition, the experts should meet the following criteria:

  • Experience in conducting quality audits.
  • Experience in the field of alternative care, child safeguarding and child protection. Previous experience of working in various regions is a strong asset;
  • Fluency in English;
  • Ability to organize on-site interviews and data collection;

 

Specific details of the nominated local experts will be required for each individual audit. This will include curriculum vitae of the experts along with an overview of the relevant experience in conducting such assignments.
