About the job

The Camp Management Officer will implement planned activities in informal settlement IDPs. The Camp Management Officer will focus primarily on two-way communication with IDP representatives, needs identification, documentation and referrals/service requests, in addition to regular liaising with stakeholders. The Camp Management Officer will provide supervisory support to Assistants and report directly CM Team Leader.


Responsibilities: (in bullet points)

  • Responsible for Bzibez Community Mobilizers that includes (weekly plans, reports, addressing challenges)
  • Submission of PRs for interventions in Bzibez (preparation of BoQs and all required documents in Dynamics and in paper form) and updating procurement trackers.
  • Informal settlement consolidation focal point (organizing FGDs + messaging to IDPs + infrastructure of the new location (concrete slaps, tent bases) + maintenance of service provision + movement facilitation)
  • Following up and supervising distributions/donations, as well as incentive payments received by community mobilisers, daily workers and site representatives (preparation of related documents)
  • documentation focal point (filing all documents related to the project – distribution/donation lists, reports on trainings, information sessions, awareness campaigns, etc)
  • Provide guidance and support IDP site representatives (Focal points) in informal settlements.
  • Facilitate the establishment of an IDP representative structure if necessary.
  • Provide training on basic communications, representation and use of minimal CCCM related tools to IDP site representatives.
  • Ensure regular contact (physical or through phone calls) and collect site specific information/updates from IDP representatives.
  • Assist in identifying needs, service gaps and duplications in all targeted sites.
  • Document, track and provide timely referrals and service requests to specialist service providers.
  • Propose and facilitate awareness campaigns or information dissemination to IDP populations using various communication methods, ensuring they are understandable by the IDP community
  • Assist in facilitating meetings with various stakeholders, including national authorities and IDPs, including translation and minute taking of meetings
  • Assist in drafting weekly situation reports and providing any other relevant information pertaining to IDP life and services.
  • Maintain and keep updated an excel database of key information/indicators for each site that is targeted for DRC assistance.
  • Any other duties as assigned by line manager.

Overarching tasks:

  • The Camp Management Officer is a field-based position which supposes daily presence in either informal IDP settlements.
  • The Camp Management Officer will undertake any other tasks, within the framework of his/her position, as requested by his/her supervisor.
  • The Camp Management Officer will provide supervisory support to up to 1 Camp Management Assistants plus Community Volunteers

About you

To be successful in this role we expect you to have the following:

Essential experience/attributes:

  • Minimum 2 year of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Proven leadership skills and experience in creating, establishing and negotiating relationships and building alliances and networks with various stakeholders at community and local and national levels.
  • Strong understanding of humanitarian issues, especially related to Iraq displacement.
  • Ability to write reports and situational briefings in English.
  • Strong knowledge of MS office package, mainly Excel and good experience in data information.

Preferred experience:

  • Experience in training and capacity-building of staff.
  • Commitment to humanitarian principles and values.
  • Understanding of gender, protection and human rights.
  • Extensive knowledge of Iraqi displacement.


Advanced university degree is an asset


  • Arabic (fluent)
  • English (fluent)
