The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC’s assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Anbar and Mosul.


Job Overview/Summary:

The Child Protection capacity building officer is a qualified national staff member who, under the supervision of the Child protection capacity building senior officer will be the key focal point for child protection capacity building

Under the technical guidance of the Child Protection Senior Capacity Building Officer, and the child protection manager, the Child Protection Capacity Building Officer will participate in the day to day coaching and monitoring the implementation quality and building the capacity of the IRC and local CP team to strengthening the quality of activities for Anbar (Ramadi and Falluja) and Salah Al-din (Samarra, Tikrit and Shirqat) including coordinating and conducting external and internal trainings, providing technical support to case workers as well as to the local partner and other IRC CP staff. The position will be based in Anbar or Salah Al-din office with regular and equal travel to all field locations in both governorates.

Major responsibilities:

Technical Quality and Implementation

The Capacity Building Officer responsibilities include:


Design, planning and implementation of the capacity building programme


  • Support the Capacity Building Senior Officer (CBSO) in the identification of the capacity needs of IRC staff and local partner staff
  • Support the CBSO prepare and develop a tailored training and coaching plan based on the CP technical capacity needs identified and previous capacity assessments conducted by IRC
  • Prepare and organize trainings for the local partner and the IRC CP staff as defined under the capacity building plan
  • In coordination with the (CBSO and CP manager) Participate in the development of training materials and mentoring plans and manage the facilitating of trainings and workshops as needed.
  • Support the CBSO in designing, improving or adjusting necessary tools applicable for the use of the local partner
  • Ensure compliance with IRC policies and protocols of confidentiality, respect and safety.
  • Perform other duties, as needed or requested by the supervisor.
  • In coordination with the CP manager and the CBSO, to conduct training need assessment, based on implementation observations, mentoring the staff, and other required training were needed. And plan for the capacity building accordingly for the IRC-Local partner staff.
  • Ensure delivering the CP- approach trainings to the CP actors in the targeted area and the local partner staff, and reach all the capacity building indicators with the agreed timelines in the proposal

Documentation, Reporting, Monitoring and Evaluation


  • Support in the writing of weekly reports on the implementation progress of the technical capacity building programme for the local partner and CP staff.
  • Ensure all data related to capacity building activities (attendance sheets, pre/post tests, etc.) are accurately and safely compiled and stored.
  • Provide training and coaching sessions memos to the CBSO and CP-Manager
  • Representation and Coordination
  • In coordination with the IMO and the CBSO to highlight the CP trends in the targeted area and plan for the awareness raising accordingly
  • Ensure all activities are documented as required.
  • Provide CP manager with input into monitoring and evaluation system on a regular basis.

Other Internal and/or external contacts:

Internal: supply chain team, finance team, HR team, local partner project staff and capacity building officer, IRC- IMO, CP senior officers


External:  CSO/Partner, DOLSA


Qualifications & Preferred Skills

Job Requirements:

  • Education: Bachelor degree in relevant field. Education, social work preferred
  • Work Experience: At least two years of prior professional experience in child protection. Experience in remote implementation, and good training facilitation skills
  • Demonstrated Skills and Competencies:
  • Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocols that will ensure optimal functioning of the team.
  • Good interpersonal, organizational, and time management skills.
  • Ability to maintain the highest degree of discretion and non-judgmental approach.
  • Language Skills: Good command of written and spoken Arabic and English.
  • Strong organizational and time management skills.
  • Excellent communication skills and ability to work as part of a team.
  • Strong computer skills, particularly in Microsoft Excel and Microsoft Word
