Background

UNICEF is deploying Vaccine Management Specialists (VMSs) to forty (40) low- and middle-income countries to support the planning, distribution and monitoring of COVID-19 and routine vaccines. The VM specialists will work in close collaboration with National Logistics Working Group (NLWG) and National Emergency Operation Centers to ensure critical data on operational challenges, temperature tracking, vaccine accountability and supply chain assessments are made available to decision makers at all levels and on time for evidence-based decision making.

The Stock Management Secretariat will function as a coordination hub maintaining a constant line of communication with VM Specialists. S/he must create a resource center of relevant guides, tools and SOPs. Collect biweekly COVID-19 and routine stock, consumption, wastage and monitoring. In addition, the incumbent will compile, analyze and share monthly supply chain performance reports and quarterly SC assessments and track progress on recommendations.

How can you make a difference?

Under the supervision of Immunization specialist – Data Analytics, the secretariat will be responsible for the following key deliverables:

  1. Organize monthly coordination meetings with Vaccine Management Specialists and regional office points.
  2. Develop and maintain a shared portal of SOPs, guidelines, training material, tools and systems.
  3. Collect, quality assure and compile biweekly COVID-19 and routine vaccine stock and consumption data and upload them to Thrive360.
  4. Assess country office vaccine monitoring and accountability systems/tools and develop strategies that enable data collection from these systems or at minimum national level reports on biweekly basis.
  5. Compile country vaccine accountability reports and convert them into attractive visual information products.
  6. Compile quarterly targeted EVM6 assessments and continuous Improvement Plans (cIPs).
  7. Track fund utilization on monthly basis and generate relevant financial reports.
  8. Support regional offices in the development and publishing of donor visibility reports, case studies and success stories.
  9. Support exchange of knowledge and ideas between country and regional offices.
  10. Conduct on-site and on-the job capacity development trainings for government counter parts

To qualify as an advocate for every child you will have…

(1) Education

  • A Master’s degree (MSc) is required (Undergraduate in Computer Science and advance in business management an advantage), preferably in relevant field (e.g., Computer Sciences, Business Administration, Supply Chain Management, Economics, International Development Studies, Public Health or other relevant fields).

2) Work experience and skills

At least (8) years of experience in international public health programme management including at least three (3) years in immunization, with experience in low- and middle-income countries, preferably in the areas of:

  • Supply chain bottleneck and root cause analysis
  • Familiarity with inventory policies, allocation, ordering and distribution strategies and other supply chain operations
  • Health systems strengthening
  • Assessing and measuring supply chain performance
  • Experience interfacing with national ministries of health an advantage
  • Extensive experience in data collection, quality assurance, analysis and visualization
  • Experience in planning, coordination and working with large and diverse teams is a must
  • Proven experience in strategic negotiations and planning in multi-stakeholder settings
  • Experience in writing complex strategic proposals, developing multi-year operational plans
  • Effective presenter including ability to adapt the message and visual aids for multiple audiences to deliver concise, impactful presentations
  • Knowledge of supply chain management and operations
  • Excellent analytics skills
  • Demonstrated ability to work in a multi-cultural environment
  • Proficiency with management, analysis and visualization of large data-sets a must
  • Familiarity with developing/maintaining Power BI dashboard is required
  • Familiarity with ODK and field data collection is an asset
  • Proficiency in MS Excel, PowerPoint, Word
  • Fluency in written and spoken English is required.  Knowledge of French is highly desirable and an asset
