Background

The Global Partnership for Effective Development Co-operation (the Global Partnership or GPEDC) is the primary multi-stakeholder platform for driving development effectiveness to “maximize the effectiveness of all forms of co-operation for development for the shared benefits of people, planet, prosperity and peace.” Under Action Area 2.7 of the work programme, on ‘Effective Multilateral Support’, members of this working group work towards accomplishing two main ‘results-based’ expectations, which are making:

(i) a substantive multi-stakeholder contribution to the global discourse on an effective multilateral system;

(ii) a substantive multi-stakeholder contribution on how partners can effectively support multilateralism.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK:

The objective is to frame an understanding of ‘effective’ donorship to multilateral organizations by way of the effectiveness principles, with a focus on how this practice is urgently needed to accomplish the SDGs in the 8 years remaining until 2030. The purpose of is to produce a relevant and insightful written report that assesses how donors support the multilateral system, and how this aligns with the effectiveness principles.

The report will be structured in connection to four key considerations/chapters, each building on the last: (i) understanding effective donorship – defining effective donorship via the principles, based on a literature review; (ii) committing to effective donorship – an interview-based analysis of why donors commit to effective practices; (iii) executing effective donorship – again interview-based, focused on mechanisms/policies (core contributions, multi-year commitments, etc.) donors use to ensure effective support; and finally (iv) on the value of the multilateral system – building on the content above, to explore the policy-value different partners place on the system, and what draws them to work with the system (circling back to the principles).

Competencies

Functional Competencies:
Excellent qualitative research skills, particularly with interview-based methods, is required.

Ability to concisely convey substantial amounts of content in written form is required.

Clear understanding and display of UNDP corporate values and standards is required.

Excellent display of functional competencies such as inter-personal skills, communication, professionalism, teamwork, as well as knowledge management and learning are required.

Ability to prioritize multiple tasks and to adhere to strict deadlines is required.

Experience in the usage of office and online meeting software packages is required.

Required Skills and Experience

Academic qualifications:
Education:
At least Master’s degree in development studies, economics, political science, public policy, or related discipline required. Doctorate degree in relevant discipline is an asset.

Experience:
Minimum 5 years of relevant work experience in providing policy analysis or support towards international/multi-stakeholder development cooperation initiatives is required.

Expertise within the topic of multilateral financing is required. Knowledge of donor outreach strategies is a plus.

Familiarity with the Global Partnership, development effectiveness agenda, as well as the 2030 Agenda and the Sustainable Development Goals (SDGs), is an asset.

Experience with having published papers on relevant topics is an asset.

Language:
Fluency in written and spoken English is required.

Working knowledge of German or French desirable.

Management Arrangements:
The Consultant will report to the Coordination & Partnerships Specialist, who will coordinate the deliverables with the other members of the working group and colleagues from other related UN entities.

  • The Consultant should report at least twice a week for progress reporting. This shall serve as a way to clarify any doubts regarding the approach and format of the work. The report must be delivered as a first draft at least a week prior to the due date. This will allow the working group to provide some feedback on the report prior to delivering the final version.

Duration: The consultancy is expected to commence in late November 2021, until January 2021.

Duty Station: Home based

Payment: All proposals must be expressed in the form of ‘all-inclusive’ lumpsum amount. Payments will be based upon deliverables/outputs accepted and upon certification of satisfactory completion by the supervisors.

UNDP reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

Interested individual consultants must submit the following documents / information to demonstrate their qualifications:

Personal CV or P11, indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Cover letter explaining why they are the most suitable for the assignment, and a proposed methodology on how they will approach and complete the assignment (max 1 page).

Evaluation process:
Applicants are reviewed based on required Skills and Experience stated above (eliminatory phase) and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Being responsive/compliant/acceptable; and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation – Total 70% (70 points):
Proven analytical and research writing skills. Weight = 30%; Maximum Points: 21;

Proven capability of conducting interviews. Weight = 20%; Maximum Points: 14;

Proven knowledge and experience with writing platforms. Weight = 20 %; Maximum Points: 14; and

Interview: Weight = 30%; Maximum Points: 21.

Having reviewed the applications received, UNDP will invite the top three to five longlisted candidates for interview. Please note that only a maximum of 5 candidates will be contacted for the interview. The top 3 candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered as shortlisted and therefore invited for the financial evaluation.

Financial evaluation – Total 30% (30 points):
Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should be formulated as deliverables-based (lumpsum). The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates. The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award:
Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
