Context:

Nature of Consultancy

Preparation of operational guidance for the field implementation of a monitoring toolkit for the sustainable reintegration of child returnees.

Project Context and Scope

Following a competitive bidding and evaluation process, Samuel Hall was commissioned by IOM to undertake a study on the sustainable reintegration of child returnees and to develop a dedicated monitoring toolkit by identifying child-specific indicators measuring sustainable reintegration. This study responded to the need for additional evidence on child reintegration and a standard monitoring methodology for child returnees, given that current approaches and methodologies have so far focused on adults only. The indicators and toolkit build on IOM’s Reintegration Sustainability Survey and Save the Children’s Durable Solutions for Children Toolkit.

The development of the Toolkit was based on an extensive literature review and data analysis. This was followed by a field testing phase of the indicators in five countries, namely Ethiopia, Georgia, Honduras, Iraq and Nigeria. Following its official launch, the Toolkit was presented in a webinar jointly organised by the European Commission’s Directorate-General for International Partnerships (DG INTPA) and the IOM. The next step is a gradual roll out of the Toolkit among practitioners working on the reintegration of child returnees.

For this purpose IOM is recruiting a consultant. Under the overall supervision of the Knowledge Management & Data Specialist of the EU-IOM Knowledge Management Hub (KMH) and the direct supervision of the Research and Data Officer of the KMH, in collaboration with relevant colleagues at Headquarters and Regional and Country Offices, the consultant will develop comprehensive, operational guidance and a dissemination plan for the field implementation of the Toolkit based on an initial mapping of guidance needs and gaps. The guidance will contribute to the progressive operationalization of the Toolkit at the country and programme levels, and help practitioners to adequately prepare M&E activities with child returnees as well as to use the Toolkit’s different components (e.g. quantitative and qualitative data collection).

Deliverables submitted by the consultant will be reviewed and validated by a Technical Working Group (TWG) composed of experts in child protection and reintegration, Mental Health and Psychosocial Support (MHPSS), and Monitoring and Evaluation (M&E).

Organizational Department / Unit to which the Consultant is contributing

IOM’s Migrant Protection and Assistance Division (MPA) has the institutional responsibility for overseeing policy and technical guidance in return and reintegration, counter-trafficking and protection and assistance to migrants in vulnerable situations including migrant children. Within this Division, the Assisted Voluntary Return and Reintegration (AVRR) Unit oversees activities directed at setting up and/or strengthening assisted voluntary return and reintegration frameworks in host countries, countries of transit and origin. This involves the review of the current approaches and practices in place in the field of reintegration assistance and the move towards the adoption of an integrated approach to migrant reintegration addressing the individual, community and structural levels while at the same time taking into consideration cross-cutting issues such as the promotion of migrants’ rights, partnership and cooperation as well as monitoring, evaluation, and data generation and analysis.

The KMH within the AVRR Unit was established in September 2017 under the European Union funded Pilot Action on Voluntary Return and Sustainable, Community-Based Reintegration to strengthen learning across return and reintegration programmes, and support the harmonization of approaches, processes and tools. As part of the KMH a small-scale Research Fund was created to contract studies addressing knowledge gaps in the field of migrant return and reintegration. The sustainable reintegration of child returnees was one of the knowledge gaps identified and a study on this topic was subsequently commissioned by IOM.

Deliverables

Tangible and measurable outputs of the work assignment

Consultant hired to deliver the operational guidance for the implementation of the Toolkit on a four-instalment payment basis. The payment schedule will be the following (tbc):

1. First deliverable: Draft outline of the operational guidance based on mapping of guidance needs and gaps relevant to the operationalization of the Toolkit, and mapping of already existing guidance which can feed into the implementation of the Toolkit – reviewed and validated by the TWG.

a. First instalment payment – deliverable by email by 25 January 2022. b. Estimated working days: 15.

2. Second deliverable: Draft guidance for the practical use of the Toolkit – reviewed and validated by the TWG.

a. Second instalment payment – deliverable by email by 18 March 2022. b. Estimated working days: 30.

3. Third deliverable: Draft dissemination plan for the guidance – reviewed and validated by the TWG. Third instalment payment – deliverable by email by 4 April 2022. Estimated working days: 8. 4. Fourth deliverable: Final guidance for the practical use of the Toolkit and final dissemination plan, presentation in public webinars and creation of follow up survey – reviewed and validated by the TWG.

Performance indicators for the evaluation of results

Output 1: Preparation of guidance for the implementation of the Toolkit in consultation with key informants.

• Activity 1.1: Identify guidance gaps and needs based on the Toolkit and the accompanying report as well as on consultations with key stakeholders and draft an outline of the operational guidance.

• Activity 1.2: Identify and map existing guidance documents relevant to the development of the guidance for the practical use of the Toolkit, including on child protection and reintegration, MHPSS, M&E and data protection.

Output 2: Drafting of comprehensive guidance for the practical use of the Toolkit in collaboration with the TWG, inclusive of:

• Activity 2.1: Guidance on the progressive operationalization of the Toolkit for usage at the country/programme level, including on sampling and the prioritisation of respondents.

• Activity 2.2: Guidance on how to prepare appropriate country-level referral mechanisms based on available resources1 prior to using components of the Toolkit for conducting M&E activities with children.

• Activity 2.3: Guidance on conducting interviews with children, based on the gaps and needs identified in Activities 1.1 and 1.2, including interview preparation, appropriate/safe locations, safeguarding, securing parent/guardian consent and child assent, potential signs of distress, conducting interviews with children of different ages and levels of maturity and the interpretation of children’s responses from qualitative interviews.

• Activity 2.4: Guidance on how to ensure data protection and safeguarding within organisations using the Toolkit, taking into account data protection principles, specifically on purpose limitation, data minimisation, storage limitation, confidentiality and in communications, in line with IOM data protection principles.

Output 3: Drafting of a plan for disseminating the guidance among relevant stakeholders and practitioners in collaboration with the KMH Communications Officer.

• Activity 3.1: Preparation of a communication plan, including the identification of key messages, target audience and channels for disseminating the guidance.

• Activity 3.2: Presentation of the guidance through public webinars.

• Activity 3.3: Creation of a follow up online survey on the use of the Toolkit.

Activities across the outputs, such as coordination with the TWG, and other tasks relevant to the assignment may be allocated as needed.

Required Qualifications and Experience:

Education, experience and/or skills required

• Master’s degree in Law, Development Studies, Social Sciences, Political Science, Behavioural Sciences, Gender Studies, or a related field from an accredited academic institution with 10 years of relevant professional experience; or

• University degree in the above fields with 12 years of relevant professional experience.

Experience

• At least 5 years of demonstrated experience in child protection;

• Experience working as a child protection case manager or case worker;

• Proven expertise in Monitoring and Evaluation of humanitarian and/or development projects/programmes;

• Experience working on migration issues;

• Experience working with migrants in vulnerable situations and/or on return and reintegration programming is an asset;

• Previous experience in communication activities is an asset.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
