Position description

As a highly trained Education Program Evaluation Specialist, possesses the technical expertise and experience necessary to serve as a performance measurement specialist for FSI’s School of Language Studies (SLS) long-term program evaluation and performance measurement efforts.

Duties and Responsibilities: 

  • Evaluate the impact of SLS foreign language training programs on graduates’ effectiveness in advancing the Department’s foreign policy objectives through use of quantitative and quantitative methods and research.
  • Produce evaluation products, including impact, process, and performance evaluations
  • Design and conduct quantitative, qualitative, and mixed-methods data collection and analysis
  • Curate existing research from both USG and non-USG sources.
  • Generate relevant findings, conclusions, and recommendations to improve SLS policy and/or program effectiveness.
  • Advise SLS senior leadership on how to use evaluations to inform and improve programs that advance foreign policy objectives.
  • Assist with budgeting, scheduling, and other planning tasks for SLS evaluation activities.
  • Design and lead evaluation capacity building activities for SLS, including developing and delivering training modules and job aids. 

Basic Qualifications:

  • Minimum of three years’ experience in positions where conducting evaluations of education programs was the primary duty (more than 50% of the time) 
  • Post baccalaureate degree in one or more relevant social science fields, including psychology, sociology, economics, education, public policy, or applied linguistics.
  • Extensive experience designing and managing evaluations and generating and disseminating evaluation findings and recommendations.
  • Knowledge and experience in developing evaluation methodologies for education or training programs in K-12, higher education, nonprofits, adult training institutions, and/or U.S. Government institutions.
  • Experience designing and implementing quantitative and qualitative data collection instruments, including surveys, interviews, focus groups, observations and site visits, case studies, and document reviews
  • Experience using relevant software packages (SPSS, Stata, R, nVivo, Tableau) to analyze and visualize data.
  • A SECRET clearance is required for this position.
