Founded in 2007, the Practitioners’ Network (PN) for European Development Cooperation is an informal platform composed of 17 European implementing organisations, 4 associated European partner organisations and the European Commission (EC) as an observer. The PN promotes exchange, coordination and harmonisation in European development cooperation. In May 2022, SNV will assume the co-Presidency of the PN together with FIIAPP for 1 year. As incoming co-President, SNV joined the Steering Committee for a period of 3 years, as of June 2021. GIZ and CPMA are the current co-Presidents.

The co-Presidents promote the representation of the PN at the EU and can act as the face of the PN in dealings with the EC and key stakeholders. In assuming the co-presidency with FIIAPP, a key objective of SNV will be to continue work already underway as part of the PN’s strategic priorities, existing Working Groups and Task Forces by enhancing the “how to”, and to do so with as inclusive an approach as possible.

Job Description

SNV is now looking to hire a dynamic and experienced senior professional for the role of EU Liaison Manager based in Brussels. The position will coordinate SNV’s engagement with the PN working closely with SNV’s EU Account Manager and the wider SNV team to ensure the smooth running of the co-Presidency and strengthen SNV’s positioning as a trusted partner in European development cooperation, through effective engagement, knowledge sharing and learning.

Reporting to the EU Account Manager based in the Hague and working with SNV colleagues, the EU Liaison Manager will contribute to and facilitate the dialogue, relations and exchange of information with the PN members, the EC and SNV’s team.

Key Responsibilities will include:

.Coordinating SNV’s strategic engagement with the PN, in close collaboration with the SNV team, building institutional relationships with the SNV’s counterpart for the incoming co-Presidency FIIAPP, current co-Presidents and other Troika members, the EC and other PN member organisations.

.Develop and facilitate relations between key stakeholders of the EC and SNV’s senior leadership, including the CEO, Managing Directors and Supervisory Board members as relevant.

.Work in close coordination with the SNV team and FIIAPP to develop the overall plan for our co-Presidency 2022-23, including key priorities, activities and planned outputs. Represent SNV at Steering Committee Meetings together with SNV’s EU Account Manager.

.Liaise with PN members and coordinate SNV’s participation in key meetings and events, organized within the framework of the PN and associated Working Groups.

.Organise meetings and events attended by SNV’s CEO and senior leadership, preparing briefing notes, and facilitating the preparation of policy papers, policy inputs and relevant presentations.

.Work closely with the Business Development (BD) and Corporate Affairs (CA) Teams to develop marketing communications material for upcoming meetings, conferences and events.

.Work closely with the EU Account Manager and other BD colleagues on identifying emerging priorities and opportunities and preparing initial idea notes and concepts to promote the participation of SNV in joint programming.


Degree in international development, international relations, political science, economics or a related field.

  • Over 7 years of experience working in international development cooperation for bi- lateral/multi-lateral institutions such as the EC or international NGOs.
  • Proven experience and understanding of the European Union and its institutions, processes and policies, and knowledge of European funding mechanisms.
  • Experience in EU project and contract management, especially in administrative requirements and financial reporting.
  • Exceptional interpersonal skills with a strong track record of networking and developing effective relationships with key stakeholders at all levels.
  • Excellent verbal and written communication skills in both English and French.
  • Strong problem solving, analytical, organisational and planning skills.
