Main Purpose of Job:
The British Embassy in Jakarta is seeking a dynamic and motivated Programme Officer to support the monitoring and delivery of health-related programmes in Indonesia and Timor-Leste. This role will contribute to a broader portfolio focused on health and inclusive economic growth, aligned with UK policy objectives.
The successful candidate will work closely with the Programme Manager, fostering strong relationships with delivery partners, government agencies, businesses, NGOs, and other key stakeholders. The Programme Officer will play a vital role in ensuring effective programme implementation and meaningful engagement across the health sector, ensuring compliance with Official Development Assistance (ODA) rules.

What the Jobholder will be Expected to Achieve:
The Health Team at the British Embassy in Jakarta manages programmes across Indonesia and Timor-Leste, focusing on areas such as digital health, health workforce development, and child health and nutrition. In addition to programme delivery, the team ensures that all activities align with the UK’s strategic priorities while responding to the specific needs of both countries. The Programme Officer will play a key role in supporting health-related partnerships and programme implementation, ensuring compliance with the FCDO Programme Operating Framework—including procurement regulations, gender equality, women’s economic empowerment, and inclusive growth.
Programme Management (40%):
- Manage the UK’s health development programmes in Indonesia and Timor-Leste, following all stages of the FCDO Programme Operating Framework.
- Support the Programme Responsible Owner (PRO) in coordinating with delivery partners and government stakeholders to define activities, outputs, and milestones aligned with the programme’s Theory of Change and Logical Frameworks.
- Collaborate with delivery partners to develop financial forecasts and ensure accurate financial projections.
- Conduct procurement processes, due diligence assessments, and agreement arrangements.
- Monitor programme progress routinely, manage risks, and support programme annual review process.
- Liaise proactively with delivery partners to collect, review, and consolidate routine reports, ensuring quality and timely submission.
- rack project performance against agreed deliverables and ensure the quality of outputs in line with the Logical Framework.
- Manage programme-related documentation, including filing and record-keeping.
Strategic Planning (20%):
- Collaborate with Programme Manager, Programme Senior Responsible Officer (SRO) and Health Adviser to plan health programme activities and the broader health portfolio, ensuring alignment with UK priorities and Indonesia’s health sector needs.
- Coordinate with relevant teams across the embassy to explore collaboration and maximise impact.
- Support cross-team efforts to amplify UK campaign for global health priorities.
- Identify opportunities for internal and external communications, and contribute to planning content such as social media posts, newsletters, and press releases to showcase programme achievements.
- Contribute to the preparation of briefings and speeches for high-level meetings, official visits, and programme-related events.
- Work with the team to define and track progress of Country Business Plan targets and other strategic documents for the health sector.
Administrative, and Logistical Support (20%):
- Support the delivery of events and visits by coordinating logistics and engaging with stakeholders for high-level meetings, delegations, workshops, and other activities.
- Lead budget planning and forecasting for the health team, specifically for travel and business hospitality purposes.
- Serve as the main point of contact for arranging meetings with internal and external stakeholders, ensuring smooth coordination and arrangement.
Embassy Corporate and Crisis Support (10%):
- Actively contribute to the Embassy’s corporate initiatives, such as participating in committees or volunteering activities.
- Serve as a member of the Embassy’s crisis team and support crisis response efforts during emergencies, including natural disasters and public health outbreaks.
Resources Managed (staff and expenditure):
The role does not include formal line management or direct budget responsibility. The Programme Officer plays a key role in supporting the effective management of both ODA (Official Development Assistance) and potentially non-ODA portfolios.
Essential qualifications, skills and experience
- Highly motivated, with good organisational skills
- Related working experience for a minimum of 1 year.
- A prior experience in Programme Management, budgeting skills and administration is desirable
- Experience in collaborating with stakeholders from different sectors, background and multicultural environments
- Self-starter, ability to work with minimum supervision
- Language: Good in English. Fluent Bahasa Indonesia
Desirable qualifications, skills and experience
- Experience managing development programme
- Experience working with FCDO or other international development organisations
- Experience in programme monitoring and evaluation
- Health sector experience
- Knowledge of Indonesian Government structure both centrally and regionally

This role is advertised as a 12-month fixed term contract with possibility of renewal.
The British Embassy Jakarta offers a competitive remuneration package including:

Working Patterns:
Normal working hours are 39.5 (gross) per week: 07:30hrs to 16:00hrs from Monday to Thursday and 07:30hrs to 13:00hrs. At present, all staff working in the FCDO, Jakarta are expected to attend the office for four days per week, subject to change. Subject to operational demands and line manager approval, the team operates a ‘core hours’ policy of 09:00 to 15:00 with individual flexibility around that and one day of work from home per week on request.

No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in Indonesia with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Jakarta is subject to Terms and Conditions of Service according to local employment law. In relation to this, the successful candidate will need to arrange for his/her own Police Certificate. Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
