Norwegian Church Aid’s (NCA) presence in Mali dates to 1984. Its country office is located in the capital, Bamako, with humanitarian and development interventions in Kidal, Menaka, Gao and Mopti regions. For the strategic period 2020-24, NCA Mali’s thematic programs are Water, Sanitation and Hygiene (WASH), Gender-Based Violence (GBV), Peacebuilding and Strengthening Civil Society. For both development and humanitarian programs, NCA Mali applies a conflict sensitive approach. The aim is to contribute to positive changes in the lives of poor and conflict-affected people regardless of their religion, ethnicity, political opinion, gender or sexual orientation.

The Mali office started its operations in Burkina Faso late 2020. With the increased demands of donors on reporting, budgeting and internal control as well as the challenges of operating in two countries, NCA is seeking a competent and highly motivated Finance Manager to join our team in Mali. In this vital role, under NCA’s Country Director (CD), you will have the exciting opportunity to oversee and further develop the financial team, provide sound leadership, as well as build internal capacity of staff and local partners. The Finance Manager has, in cooperation with the management team, the overall responsibility for ensuring that funds entrusted to NCA’s country office and programme in Mali are handled in a transparent, efficient and effective manner.

The Finance Manager is a part of the management team at the NCA Country Office. You will have responsibility for management of the finance team, in Mali as well as Burkina Faso, and must develop staff, mitigate HO demands, delegate work, and contribute to the overall success of our financial operations in country.

This is a one-year contract with a start date in towards the end of 2021. The position is based in Bamako, with regular travels to Ouagadougou. Bamako is classified as a moderate risk area and for this role is a non-family duty station. Please note that this position is an expat role.

Duties and responsibilities

  • Overall responsibility for financial processes, in accordance with NCA procedures and national legislation in the two countries.
  • Ensure good quality and timely assistance to program and grant staff in developing proposals and setting up new project.
  • Provide reports, analysis and strategic recommendations in a timely manner to assist in decision making for project managers and the senior management team.
  • Develop and ensure that proper financial monitoring systems are in place such that financial processes comply with NCA’s routines, guidelines, and multiple donor regulations.
  • Build-up, develop and ensure the capacity of our staff within finance and accounting for the two countries, including the field offices.
  • Develop excellent relationship with the key stakeholders, Head Office, Donors, Program staff and partners.

Qualifications

  • Relevant education in Finance, Management or Accounting.
  • Three to five years’ experience leading and managing teams in a financial management position.
  • INGO experience.
  • Proven experience in building capacity with local staff and partners.
  • Solid understanding and familiarity with the principles of the international financial standards.
  • Understanding of major back donors’ compliance rules and general conditions.
  • Proven experience and knowledge in team management.

Personal qualities

  • Excellent analytical skills.
  • Flexible, patient, and persistent with good facilitation and mentoring skills.
  • Experience in working in developing countries, specifically in Africa, and proven ability to understand and adapt to local customs and cultural settings will be considered an advantage.
  • A team player with an open, humorous disposition.
  • Fluency in spoken and written English and French.
  • The person employed must be loyal to Norwegian Church Aid´s Christian values.
