Introduction

For more than 30 years, the International Labor Organization (ILO) has implemented in Madagascar the high-intensity approach to workforce (HIMO) for the realization of various infrastructure projects, such as roads, hydro-agricultural developments and anti cyclonic buildings.
This approach combines theoretical and practical training in the field of construction and creation of decent employment opportunity for local populations.By rigorously respecting quality and security standards, the program meets the specific needs of communities while incorporating resilient infrastructure in the face of climate change.
The HIMO project is also distinguished by its positive impact in the fight against poverty, unemployment and underemployment, by promoting transition to decent and formal jobs.
Within the framework of the implementation of the ILO technical assistance project on the Defis program (development of inclusive sectors) for the implementation of HIMO work (high intensity of labor) at the level of irrigated perimeters and tracks, and the capacity building of management structures, the ILO launches a call for candidates for the recruitment of a/e -assistant/e -supervisor.

Essential functions and responsibilities

Under the general responsibility of the Director of the Pays de Madagascar office, the post holder will work under the direct supervision of the National Coordinator of Himo Projects (CNP) and will perform the following tasks:

Summary of the main functions and powers:

• Supervision of work (50%)

30% 1. Provide specialized support for the development of project technical activities and the formulation of initiatives, ensuring that the activity proposals include the necessary information.Find information on specific subjects relating to the technical monitoring of construction sites.
2. Perform preliminary analyzes of information, in particular by identifying priority issues and any technical assistance needs, in order if necessary to include this data in the files and reports.

10% 3. Evaluate methods and work processes and offer improvements.Evaluate the impact of changes and recommend the necessary monitoring measures.
4. Work in close connection with other administrative sectors to ensure the efficiency and smooth running of activities at the stages of the design and service of services, and recommend improvements to be made to interdependent processes.

6. Control the execution of work in accordance with plans, technical specifications and safety rules.

10% 7. Check business accounts and monitor companies’ situations (quantities executed and paid, advance refund, etc.) and check the controls carried out by the project manager.

• Supervision of capacity building activities for management structures (10%)

10% 8. Follow and control the support/training activities of management structures (support work, technician and socio-animators activity, responsible for the development of associations, bank account opening and maintenance system at the level of municipalities benefits of the project)

• Participation in the development of technical documents and reports (10%)

Qualifications required

Formation

The holder must have completed his secondary studies and have a diploma in the field of public works, building or hydraulics.

Experience

At least seven years of work, with growing responsibilities and supervision experience.
Professional experience in execution/monitoring of construction projects.

LANGUAGES

Excellent knowledge of French.A good practical knowledge of English.

SKILLS

– Have an excellent organizational capacity, rigor and discretion, have initiative and the senses of responsibility, be able to work in a team, have the capacity to manage a large and varied volume of work with a minimum of supervision
– Master basic IT software and technical software (drawing, calculation of structures)
– Have a good knowledge of the Himo approach
– Have sufficient knowledge of the objectives, values ​​and principles of the ILO.
– Aptitude to lead a team and manage a significant workload under pressure.
– In -depth knowledge and understanding of complex administrative directives and procedures as well as the full range of administrative services in the fields of support such as HR, finance and purchases.
– Good knowledge of the work of the project/program and the work carried out in other units.
– Ability to respond to requests and process visitors with tact and diplomacy.
– Aptitude to carry out research in databases and to extract information as well as to compile reports.
– Ability to discreet confidential issues with discretion.
– Aptitude to work in a multicultural environment and to adopt a sensitive behavior to gender considerations.
