Individual Consultant for compiling and editing of the Fourth National Communication Report on Climate Change


Background

UNDP and the Ministry of Tourism and Environment are implementing the project “Enabling Albania to prepare its Fourth National Communication (4NC) to the United Nations Framework Convention on Climate Change and its First Biennial Update Report (1BUR)”. The main aim of the project is to assist the country in mainstreaming and integration of climate change consideration into national and sectorial development policies by providing continuity to the institutional and technical capacity strengthening process, partly initiated and sustained by the National Communications and the First Biennial Update Report on Climate Change (1BUR).

First Biennial Update Report is drafted and finalized with the National Inventory Report with time series for GHG emissions 2010-2016, using the 2006 IPCC Software for the Energy, IPPU, AFOLU and Waste sectors, sectoral analyses have been prepared for all items required in the UNFCCC Guidelines for preparation of Biennial Update Reports from Parties not included in Annex I to the Convention (Decision 17/CP.8), and as per the signed project document.

Furthermore, the Fourth National Communication of Albania to the UNFCCC should be compiled in one comprehensive document which will be adopted by the Government and submitted to the UNFCCC Secretariat in line with the latest UNFCCC guidance for preparation of National Communications Reports from Parties not included in Annex I to the Convention (Decision 17/CP.8), and as per the signed project document.

Therefore, UNDP looks for an international consultant to (i) advise on the content of the Fourth National Communication, (ii) advise on the preparation of the GHG emissions inventory for the years 2017-1019 based on the comments and findings from the 1BUR report and the NIR; (iii) advise on the update of the mitigation and adaptation analysis performed under the 1BUR report; (iv) advise on the update of other sections as contained in the BUR1 Report; and (v) compile and edit the text of the Fourth National Communication Report on Climate Change and make it consistent and complementary, especially in terms of messages that the sectoral analyses intend to convey.

Scope of Work

The main objective of the assignment is to compile/edit the Fourth National Communication Report on Climate Change, and to prepare a summary for general public.

The consultant shall work in close cooperation with the UNDP Climate Change Programme Team Leader/Project Manager, UNDP Environmental Cluster, the Project Director and the relevant national consultants, as needed.

Duties and Responsibilities

Under the overall guidance and the direct supervision of the Project Manager, the Consultant shall be responsible for the following:

  1. Review the 1BUR report, the NIR Report, the revised NDC and its Action Plan prepared and submitted to the UNFCCC.
  2. Review sectoral analyses, information and reports prepared by different national/international consultants for GHG Inventory and Monitoring, Reporting and Verification of the inventory; mitigation actions and the climate scenarios as downscaled for the Vjosa river basin.
  3. Prepare a background paper reviewing the existing national strategic plans on climate change and the above-mentioned reports, contribution of the country development partners, evaluate the progress in drafting the relevant legislation and its implementation and identify existing gaps including in the existing technical and human capacities.
  4. Provide technical guidance on and recommend the content of the Fourth National Communication, considering the latest published BUR1 of Albania to the UNFCCC.
  5. Work closely with the team of national experts to reflect on the findings and recommendations of the NIR Report and advise on the preparation of the GHG emissions inventory for the years 2017-1019, providing also for analysis to the team whether a higher Tier than 1 is feasible for any sub-sectors in Albania; prepare for the GHG inventory report upon the sectoral reports prepared by the national experts.
  6. Advise on the update of the mitigation and adaptation analysis performed under the 1BUR report.
  7. Advise on the update of other sections as contained in the BUR1 Report.
  8. Compile all sectoral analyses, information and data into single document “Fourth National Communication of Albania to the UNFCCC Report” following the UNFCCC Guidelines for the preparation of National Communications Reports from Parties not included in Annex I to the Convention (Decision 17/CP.8) and the signed project document,
  9. Edit the text of the document in English language.
  10. Prepare short summary of the main findings and recommendations for general public (max 5 pages)
  11. Organize the national teams of experts to deliver at least two training sessions on the preparation of the NatComs as per the topics on (i) GHG emissions inventory and mitigation analysis and (ii) vulnerability & Adaptation analysis.
  12. Perform other duties as needed.

Deliverables

  • Background paper, the content of the NC4 and the technical guidance on the GHG emissions inventory (20 December 2021)
  • Draft NC4 report (30 June 2022)
  • Final NC4 report and the Summary for general public (15 September 2022)

The documents shall be prepared in plain text using Microsoft Word. The consultant will prepare the text and will assist in selection of images, graphics/infographics and the graphical layout for printing. UNDP will provide images and will be responsible for final editing.

While compiling the document, the Consultant should take into consideration that the First Biennial Update Report on Climate Change should provide a platform for dialogue on the way forward for preparing the country’s policy mechanisms to address the challenge of GHG emission reduction. The document shall communicate the cross-sectoral nature of climate change in the country and outline important considerations for building effective evidenced-based policy and engagement across sectors.

Required Skills and Experience

The consultant shall have the following qualifications:

  • University degree in the thematic area relevant for the assignment (natural/environmental/technical sciences, communication, journalism and other relevant). Higher degree shall be considered as an asset;

  • Minimum 5 years of professional experience in preparation of studies, reviews, recommendations, development of comprehensive reports; experience with UNDP reports shall be an asset;

  • At least 3 (three) similar assignments in nature and scope (climate change studies, reviews, or reports); experience in Albania shall be an asset;
  • Previous experience in compiling National Communications/BURs shall be considered as asset

Terms and conditions for provision of services

  • Language:

The document shall be prepared in proof-read English language.

  • Timeframe

The assignment is expected to be approximately 25 days and shall be completed no later than 30 June 2020. Adjustments to this schedule if needed will be mutually agreed on by UNDP and the consultant.

  • Reporting

The consultant will report to the Project Manager

During the fulfilment of the assignment, the consultant will ensure regular communication with the project manager. The consultant shall ensure quality and timely delivery of the expected results and will regularly inform the project manager of the progress as well as any obstacles that might occur.

  • Working materials

UNDP will provide the consultant with relevant background information, data and documents produced within the SBUR project;

  • Consultations

The consultant shall be available during the duration of the assignment for video and telephone consultations, which will be organized by UNDP.

  • Travel

No travel is required.

Payment

The payment will be done in installments based on the milestones around specific and measurable deliverables:

  • 40% upon submission and approval of the draft document “GHG Emissions Inventory (December 2021)
  • 30% upon submission and approval of the draft document “Fourth National Communication of Albania to the UNFCCC” (June 2022)
  • 30% upon submission and approval of the final document “Fourth National Communication of Albania to the UNFCCC” together with the Summary for general public (September 2022).

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria – 70% of total evaluation – max points: 70

Criteria B: Relevance of work experience – max points: 30

Criteria C: Expertise in conducting UNDAF evaluations/and or other programme reviews – max points 20

Financial Criteria – 30% of total evaluation – max points: 30
