How can you make a difference?

The Individual Contractor will be supervised by UNICEF’s Chief of Social Policy in coordination with UNICEF’s Social Policy Specialist (Social Protection and APROSOC Manager) in Angola. The Individual Contractor will be responsible for:
  1. Coordinating the Cash Transfer LAB;
  2. Supporting MASFAMU to prepare and implement field activities;
  3. Coordinating the partnership with the financial services providers;
  4. Coordinating beneficiary payments;
  5. Providing administrative and financial oversight of the project (in close coordination with Supply and Finance Units at UNICEF Angola).

Geographic Scope:

The majority of the consultancy will take place in Luanda. Planned field activities between August till December, to Uige, Bié, Moxico. An average of one week every two months (it might be more intense between September and November). In total, planned 6 field visits (7 days per visit).

  1. Work plan designed and approved by UNICEF and MASFAMU.
  2. Cash Transfer LAB oriented and guided on the key roles to implement the payment cycles.
  3. Payments to beneficiaries implemented

Coordination of the partnership with the financial services providers to the cash transfer initiatives (contracts management).

  1. Work plan (beneficiaries’ payments) designed and aligned with the banks and approved by UNICEF and MASFAMU.
  2. Banks accountability reviewed and closed by payments cycle.

Coordination of the administrative and financial internal procedures to support the cash transfer related activities (financial and administrative liaison).

  1. Beneficiaries’ payment cycles prepared and executed in coordination with Finance Unit.
  2. Cash Transfer initiatives report elaborated and validated by UNICEF.
  3. Revision and adjustment of the Cash Transfers’ Operational Manual.

To qualify as an advocate for every child you will have…

  • An university degree (Bachelors) in Business, Economics, Social Policy, Social Protection or related development sector area
  • A minimum of 3 years of professional experience in social protection, particularly in the field of cash transfers.
  • Fluency in English and Portuguese is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Duty Station: Luanda, Angola + 2 missions to Bié, Moxico and Uige

Terms of Payment: The consultant will be paid an all-inclusive fee (transportation costs, stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule.

Contract Duration: 4 months
