Purpose of Activity/Assignment:
To ensure that the NISSA and MISSA data are easily accessible and clearly communicate key information to programme implementers, decision makers and other users, it is imperative to design user friendly and ‘at-a-glance’ views of the data and information available in the systems. Well designed and easily accessible dashboards will also support advocacy on the use of especially the NISSA registry, by other Government institutions and development partners to target beneficiaries for programmes beyond social assistance. For this to happen the dashboards need to be: easily accessible by its intended audiences; simple and communicate easily with minimum distractions to avoid causing confusion; supports the Ministry of Social Development (MoSD) with meaning and useful data for decision making; employ appropriate spatial arrangements; and apply visual presentation of information through use of maps, charts, graphics, appropriate color palettes and other visual indicators. Considering this, UNICEF Lesotho is seeking the services of a professional web-based dashboards designer for 30 working days over a 3-month period. The consultant will support the MoSD to design the NISSA and MISSA dashboards and build the capacity of the MoSD to regularly update and maintain the dashboards.
Scope of Work:
The objective of the consultancy is to provide technical support to the Ministry of Social Development (MoSD) through the design of user friendly and visually appealing dashboards for the NISSA and the MISSA to facilitate improved accessibility and usability of the database and management information system by implementers, policy makers and other external stakeholders.
Activities and Tasks:
The consultant is expected to undertake the following key activities and tasks:
1. Development of dashboards for NISSA to improve overall accessibility for diverse audiences and to facilitate easy report generation and informed decision making for Government and stakeholders:
a) Overall snapshot dashboard of NISSA
b) Household Listing and Community Based Categorization dashboard
c) NISSA Household Enumeration dashboard
d) NISSA Community Validation dashboard
e) NISSA Proxy Means Test (PMT) Categorization dashboard
2. Development of dashboards for MISSA to facilitate easy report generation, monitoring and tracking programmes implementation progress and informed and timely decision making for MoSD:
a) Overall snapshot dashboard of MISSA
b) Targeting and enrolment (programme specific dashboard[s])
c) Payments and financial management dashboards
d) Case management dashboard
e) Monitoring and Evaluation dashboard
3. Skills development for MoSD technical staff to facilitate the usage, updating and maintenance of the dashboards:
a) Training/orientation of MoSD Social Assistance staff on the developed dashboards
b) Skills transfer sessions to MoSD IT and Planning Department staff on updating and maintenance of the dashboards
c) Production of NISSA and MISSA Dashboards updating and maintenance manual.
The consultant will be based remotely and communication with the UNICEF team will be done mainly through Microsoft Teams. While flexible working hours can be agreed (especially for those based in a different time zone than Lesotho), the consultant needs to be available during some core hours of UNICEF Lesotho working hours, to be agreed upon between UNICEF Lesotho and the consultant. The regular working hour of the UNICEF Lesotho Office is 8:00 – 17:00 for Mondays to Thursdays and 8:00 – 13:30 on Fridays. UNICEF Lesotho also follows the UN holidays in Lesotho (10 days in a year), which may differ from the national holidays, and the Consultant will be notified of these holidays when UNICEF Team may not be available. The Consultant is however not eligible for the UN Holidays or the national holidays as the assignment is based on deliverables.
The consultant will be supervised by the Chief of Social Policy and Social Policy Specialist.
To qualify as an advocate for every child you will have:
Minimum Qualifications required:
Secondary Certificate (Matric) Diploma or Bachelors degree
Enter Disciplines: Diploma or bachelor’s degree in Information Technology, Information Systems, or another relevant field.
• Minimum of five (5) years of working experience in development of Management Information Systems and databases/registries of national government programmes in various sectors including Social Protection.
• Experience working with and building the capacity of government staff at different levels is a must.
• Previous working experience on the Government of Lesotho’s NISSA database and its management information system, MISSA, is desired.
• Previous working experience with UNICEF is a plus.
Below competency are required.
• Programming languages: Microsoft Visual C#, Microsoft Visual Basic.Net, Webforms, Windows forms, Model View Controller; Database servers: MSSQL, MySQL.
• Communicates effectively, both orally and in writing, to varied audiences.
• Able to work effectively in a multi-cultural environment and experience of working in a developing country
