IT Junior Consultant for Digital Tools on the IPU Programme on Countering Terrorism and Violent Extremism

The consultant will work under the authority of the Senior Adviser to the Secretary General to support the work of the IPU Counter-Terrorism and Violent Extremism Programme with a specific focus on its digital tools.

Accountabilities:

The Junior Consultant will be responsible for the monitoring and maintenance of the digital tools of the Programme, by ensuring the proper functioning of an interactive map and a mobile application and make recommendations for further enhancements. These digital tools were designed to help parliamentarians in their legislative efforts to counter terrorism and prevent violent extremism by providing them with first-hand information about peace and security around the globe, increasing connectivity within the parliamentary community and unifying global efforts in enhancing peace and security.

Deliverables:

The Junior Consultant will work directly with the Senior Consultant of the Programme on the following deliverables:

  • Advise the Senior Consultant proactively on further development of the tools;
  • Maintain the tools up-to-date by uploading relevant information;
  • Monitor and update the interactive map database;
  • Update the features of the mobile application, subject to review by superiors;
  • Prepare presentations and other communication material on the tools;
  • Analyse and identify the full features and technical requirements of the tools;
  • Maintain the good function and support the platform after the development of the tools is finalised, including ensuring the robust security of the tools;
  • Maintain an updated database of registered users of the tools and provide them with the necessary access;
  • Communicate regularly with digital tool developers to ensure that user experience is good;
  • Provide support and assistance to users when required and trouble shoot if necessary ;
  • Provide support to the team as may be deemed necessary.

Results expected:

Proper functioning of the two digital tools and increase of all categories of users. High-quality IT administration services, including speedy delivery of support services to users;. High level of discretion, political tact and commitment are essential.

Work implies frequent interaction with the following:

  • Developers of the digital tools;
  • The IPU Secretariat;
  • Members of Parliament and parliamentary staff.

Qualifications and experience:

  • University degree in information technology or related field;
  • Proven organizational skills; ability to manage and prioritize various tasks;
  • At least 2 years of work experience in a similar or relevant field;
  • Good working knowledge of social media;
  • Experience in maintaining software, in particular mobile applications;
  • Basic knowledge of software design and programming principles.

Language:

Native command of written and spoken English, knowledge of French and good communication skills, additional knowledge of Arabic or Spanish would be an asset.

Contract length:

The consultancy is for a period six months, with a possibility of renewal.

Location:

The position shall be based at the IPU Headquarters in Geneva, Switzerland.

Remuneration:

This consultancy is being offered at CHF 5,500 per month.
