Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network, Caritas Internationalis, and Caritas Europa. Its foreign activities focus on the health and social sectors and on developing livelihood for the local population and education of children and adults.


To Support the sustainable return of inhabitants to Ayadhiya town, Galzal Giow village, and Kaser Al-Mehrab village in Tel Afar District through a hands-on vocational training programme for unemployed returnees designed to provide the necessary skills to improve their employment prospects in construction and related sectors CCR is looking for qualified Livelihoods Officer.


III. Responsibilities

  • Ensure the implementation of the livelihoods component of the programme against work-plan, targets, time-plans and result indicators; The activities will include hiring master trainers for delivering vocational trainings in construction sector. Upon completion facilitate apprenticeship in the construction companies. 1/5th of the targeted beneficiaries as expected to be employed toward the end of the project.
  • Provide the technical support to the program participants during the program lifecycle with strong monitoring during the implementation process.
  • Support in developing internal monitoring and operational plans that help programme implementation;
  • Help establish and routinely visit the trainings, and other activities to provide feedbacks and recommendations;
  • Participate in project evaluations, reflections, learning and assist in the analysis of results.
  • Coordinate programme-operations actions, including identifying appropriate implementation modalities, initiating procurement, grant and Human Resources actions;
  • Monitor field-based implementation of programme activities, including providing guidance to area-based staff on field implementation and monitoring;
  • Monitor programme implementation of partners (contractors, consultants, etc) in accordance with agreements, work-plans, deliverables and timelines;
  • Liaise with local authorities, coordination meetings and other actors in relation to the project activities in Tel Afar;
  • Ensure timely and quality progress reporting by partners in line with agreed templates and schedules;
  • Provide inputs and feedback to reporting;
  • Ensure systematic documentation and filing.

Qualifications & Preferred Skills

  • University degree in Development Studies, Economy or Socio-Economic Development, Business Administration, or another related field. 
  • Previous experience in implementation of livelihood projects for at least 2 years, preferably in the area of vocational training and job placement. 
  • at least 4 years of work experience with local and/or international NGOs 
  • Arabic both written and spoken. English is a plus 
  • Good communication skills. 
  • Motivation, creativity, and ability to work independently 
  • Ability to work in a diverse team, managing stressful situations and results orientation
