II. Organizational context

Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the health and social sectors and also on developing livelihood for the local population and education of children and adults.

 

 

The Logistics officer will be responsible lor providing efficient support and ensure success to logistics and administrative activities while providing efficient utilization oi resources in accordance with applicable standards. The Logistic officer will be in charge at implementation of logistics activities, he/she will be in charge of keeping clear records lor all logistic operations, including filling and achieving logistics documentation.

 

  1. Responsibilities

 

  • Ensure proper documentation and tracking procedures are applied to all procurement.
  • Prepare the contracts in close coordination with Area coordinator and with support or the project Support Officer.

 

  • As part of CCR’s dual mandate, the logistics officer will participate in emergency preparedness activities and be ready to respond in the event at an emergency.

 

  • Responsible for preparing the monthly procurement plan in close coordination with Area Coordinator, for approval from the Program Manager, with technical advice from Project Support officer.

 

  • Ensures that the procurement and logistics policies and procedures under CCR global and national and donor’s guidelines, where applicable, are adhered to.

 

  • Reviews the required documents for bidding including the PR, Bills oi Quantities, General and Special Conditions, Terms oi Payment, Scope of Works, etc. to ensure accuracy, completion and consistency of the information.
  • Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered to.

 

  • Provide weekly/ monthly/ quarterly procurement, Warehouse, Fleet, Asset reports to the Area Coordinator lor review before sharing it as per deadline,

 

  • Ensure procurement and warehouse trackers are up to data all the time and shared with concern staff on weekly basis.

 

  • Make sure that asset list is up to date closely with logistic officer and guide him for any necessary changed

 

  • Responsible for vehicles and fleet management, including daily management oi drivers,

 

  • Any other related tasks requested by the line manager.

 

  • Maintains competitive rental agreements tor apartments/houses, and office rent contracts, and ensuring processing the payment schedule as per agreements.
  • Keep track of all local contracts including supply, transport, and rental contracts, ensure Erbil office has a copy on tile cl all official documents,

 

  • Keep files on all national staff ensuring all necessary documents are on file and monitored including contracts, code oi conduct, loo descriptions, holiday and sick leave allowances, disciplinary documents, and appraisals

 

  • File management is attractive, and records are available easily and in a sequential manner

 

 

  • Ensure contract tracker is up to date

 

  • Ensure timely repairs and maintenance for any damage at the office and GH.

Qualifications & Preferred Skills

  • Experience in the procurement and logistics is required and knowledge at the international, donor’s procurement guidelines is preferable.
  • University degree in logistics and supply chain.
  • At least 3 years’ experience in a similar role with INGOs.
  • Familiar with all dawn-day aspects of managing logistics team within organizations
  • Excellent communication skills, ability to work with minimum supervision and willingness to work in a team environment.
  • Experience In managing, directing supporting, coaching and developing the staff capacity.
  • Ability to synthesize, analyse information, and make clear, informed decisions
  • Strong management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Fluent in English, Kurdish and Arabic Is a must
