Housing Nova Scotia is the primary housing delivery agency in Nova Scotia. It is responsible for ensuring the availability of safe, suitable, and affordable housing for all Nova Scotians. The Province is entering a period of major transformation of its social housing portfolio and modernization of housing programs to ensure it delivers affordable housing for vulnerable Nova Scotians into the future in alignment with the Province’s fiscal and economic framework.

About Our Opportunity

The Manager of Asset Transformation and Development will lead a small team of professionals to advance an asset transformation strategy related to over 12,000 provincially owned housing assets. As our next Manager, your role will be to best support our vulnerable clients and improve long term operating sustainability, promote vibrant, diverse, and healthy communities and improve social outcomes for the clients we serve.

Primary Accountabilities

Your role directly impacts the Department’s transformation and development strategy and initiatives; significantly transforming the current operating model. You will lead areas such as construction, strategic partnerships, disposition, strategic acquisition, asset transfer agreements with private and/or not for profit housing services providers, the introduction of mixed use and mixed income rental structures and community redesign and densification. You will ensure that the Department’s asset transformation and development activities are completed in an efficient, effective, and timely manner. Overall, you are key contributor to advancing the National Housing Strategy objectives and targets related to improved operating sustainability and advancing affordable housing in the Province.

You are accountable for operational leadership in the creation and advancement of the Department’s asset transformation strategy and goals through direction, planning, evaluation, and implementation. You will identify the need for and oversee external supports to support complex transformation and development projects, and lead and provide feedback on complex issues at the senior level.

You ensure inspirational leadership while mentoring, coaching, and monitoring your team to ensure priorities and objectives are met and ensures alignment with the interests and objectives of the Department’s overall Government strategy.

Qualifications and Experience

A Bachelor’s degree in finance, business administration, community design or planning along with several years of experience in formal planning, negotiation in real estate, construction, and development.

P.App, MRICS, CFA, CA or other related professional designations are considered assets.

As our next Manager, you demonstrate expertise and experience with social housing portfolios; project management; strategic proposal development and interpreting and applying knowledge of laws, regulations and acts which guide the industry. You have a knack for creating and building partnerships with the private and not-for-profit sector, and effectively manage human and financial resources. You promote diversity and a healthy workplace, encourage collaborative teamwork and individual development.

Pay Grade: EC 12

Salary Range: $3,458.20 – $4,322.75 Bi-Weekly
