National/International Consultant to develop a Business Engagement Review on Children, Adolescents and Young People in Ukraine, Kyiv, Ukraine

UNICEF CO Ukraine is seeking the services of an international and/or national individual consultant to develop the Business Engagement Review in Ukraine, that would be part of the resource mobilization strategy and will contribute to the development of the new Country Programme Document (CPD) 2023-2027. The review should be based on the latest available evidence and Situational Analysis 2021, and the Business Impact Analysis conducted in 2021, while paying due consideration to the Sustainable Development Goals (SDG) agenda, UNICEF Strategic Plan for 2018-2021 and new UNICEF Strategic Plan, UNICEF Gender Action Plan 2018-2021, relevant UNICEF Guidance on business engagement, Child Rights and Busines, etc.

UNICEF sees Private Sector engagement as a critical strategy to achieve its strategic goals and to advance children’s rights. The “Business 4 Results” approach brings to life this vision and asks all levels of the organization to step up their work in this area. The new 2023-27 CPD is an opportunity to further integrate the B4R approach in UNICEF Ukraine programmatic work, ensuring full alignment with program priorities and adequate allocation of resources.

The Review will be a key basis to define how business impacts children in the country and to assess the potential for engagement with business to deliver outcomes for children in relation to the upcoming CPD for 2023 – 2027 (including the Resource Mobilization Strategy, Theories of Change and Country Programme Document).

Business can play a positive role in improving the situation and contributing to positive outcomes for children, but business practices can also contribute to harm, whether impacting children directly or indirectly through their impact on parents and caregivers, through their supply chains, products and services, and within the wider community and the environment. A holistic approach to business impacts on children’s rights is required in order to achieve programmatic outcomes for children. Considering business is, therefore, relevant in causality analysis, role-pattern analysis, capacity-gap analysis, stakeholder analysis, and analysis of the enabling environment.

The scope of the Review:

  1. Causality analysis including key interventions and strategies

• Analysis of business impacts and opportunities in the context of programme outcomes for children. More specifically, an investigation into how child rights deprivations identified in Ukraine CO SitAn and the priority areas that came out of the SitAn can result from or be influenced by business practices, actions, or inactions, looking at the intersections between business and children’s rights.

• Analysis of the enabling environment to examine how laws, policies, and regulations, as well as business practices and procedures, contribute to or prevent more responsible business conduct for children.

• Develop key interventions or strategies involving individual businesses, specific industries, or the private sector more broadly, as well as where business engagement is needed to improve key services, products, and outcomes for children.

• Beyond engaging with the private sector, strategies should also include potential avenues for working on the private sector, such as improving policies and regulation, involving the public sector.

• Map relevant public and private sector stakeholders with whom the CO can engage to achieve the programmatic outcomes.

  1. Stakeholder analysis

• Examine the business ecosystem in Ukraine, including a mapping of key business sectors and prominent companies and the identification of relevant business stakeholders, and initiatives

• Provide insight on the pathways for influencing individual businesses or industry more widely, as well as where business engagement is needed to improve key services and outcomes for children, based on B4R wheel of engagement.

  1. Consultations

• UNICEF Programme colleagues to be consulted as well as the Advisory Board on Children’s Rights and Corporate Social Responsibility – to understand and identify the interest, priorities and potential margin of action that UNICEF has when it comes to engaging business, and also about the perception of UNICEF as stakeholder and partner to achieve common goals to help with planning for coming years on UNICEF’s private sector partnership strategy.

The Review should also include key trends in the country in relation to business and economy with special emphasis on the impact of COVID-19 pandemic (information to be provided by UNICEF Ukraine).

The Review will use all relevant data from UNICEF’s Research on the Impact of Business Sector on Children Right’s in Ukraine (2021).

Final deliverable:

Develop a strategic document, including key strategies to incorporate the role of the business sector in the Country Programme Document and the Resource Mobilization Strategy. Provide comprehensive information to facilitate the integration of Private Sector Engagement Strategies to achieve programmatic goals and understanding of the importance of integrating the private sector as a key stakeholder in UNICEF programmes.

Work assignment overview:

Deliverable: Preparing the Inception Report. BER inception report, including a slide deck with key information and power point presentation. Deadline: 15/11/2021 (5 w/days)

Deliverable: Conducting data collection through desk reviews, online interviews and secondary analysis of available data. a) Data collection and in-depth desk-review of existing evidence regarding the role of the business sector in children’s wellbeing, and the meaningful participation of children and adolescents in the areas identified as a priority for the next CPD, should be collected and analysed.

b) Causality analysis.

c) Stakeholder analysis.

d) A series of consultations with the Programme colleagues and the Business Advisory Council.

e) Secondary analysis of available data/information.

Deadline: 15/01/2021 (15 w/days)

Deliverable: Preparing Analysis and Reporting Phase, including validation presentation.

a) Development of draft reports – comprehensive Business Impact Review

b) Development of final, comprehensive report for internal use,

c) Development of a user, and business-friendly, summary document for public distribution.

Deadline: 28/02/2022 (20 w/days)

To qualify as an advocate for every child you will have…

Education: Master’s degree in institution/researcher with proven experience in business and policy analysis, corporate responsibility, corporate governance or business and human rights issues; Advanced degree in social sciences or related fields relevant for the assignment.

Professional experience: At least 3 years of relevant experience in the development of analytical reports and policy documents related to business analysis, corporate social responsibility, etc. Proven experience in quantitative and qualitative data analysis, policy analysis and report preparation. Experience in facilitating consultations with the business sector and government representatives and other stakeholders.

Language:English – Proficient/Native [C2]; Ukraininan – is an advantage; Russian – is an advantage.

Skills and competencies: Strong analytical skills – references to previous work or institutions. Excellent writing and presentation skills. Good knowledge of private-sector analysis, statistics, corporate responsibility and responsible business conduct, children’s rights, human rights, the development agenda, gender, and equity issues. Good understanding of the business environment in Ukraine and/ or in the region. Previous experience with UNICEF is an advantage.
