ABOUT WFP
The World Food Program (WFP) is the largest humanitarian agency fighting hunger in the world. WFP works for a world where every man, woman and child has constant access to enough food to lead healthy and active lives.
In Chad, the WFP and its partners provide assistance to the most vulnerable populations with a view to achieving the Zero Hunger objective by relying on the country’s human resources and by strengthening their ability to access food, in particular through Cash and Vouchers program (money and coupons). The WFP is also involved in the implementation of a school canteen program which allows direct distribution of meals to students but also encourages girls to attend school with family rations distributed regularly.
MAIN RESPONSIBILITIES
Under the direct supervision of the Head of Logistics in Chad or his delegate, the National Logistics Officer will have to carry out the following tasks:
Manage logistics operations and ensure efficient transport management, including all logistics assets, to ensure delivery of WFP cargoes on time and at the best cost;
In the event of a reservation, ensure that the report is signed jointly and that the letters of reservation are issued within 24 hours;
Ensure the integrity of transport information, including tracking of goods in standard WFP systems (LESS);
Prepare and maintain transport information for reporting purposes Prepare and issue RFQs for various logistics services (transport, transit, disinfestation, handling and store rentals);
Evaluate the transport offers and prepare the submission to the local food committee (LCC) in order to set up the contracts;
In conjunction with the transport manual, develop the tonnage allocation table and conduct an analysis on a quarterly basis;
Ensure that all logistics services contracts are updated and shared;

Prepare and submit CSC (Commodity and Supply Chain) reports and market overview to the Regional Office (RB);
Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant documents are retained (on file);
Analyze the distribution plan vs inventory positions in order to fill gaps in different sub-offices, while monitoring the BBDs (Best Defore Date: Batch expiry date) / TDD ( Terminal Disbursement Date ) Grant
Evaluate the performance of the contractual stakeholders of the various logistics services
Ensure the implementation of exports to the sub-region and prepare the transit file and ensure its follow-up;
Monitor the receipt of the documents necessary for customs clearance in relation with the various partners and the sub-region;
Ensure that all staff are properly trained and identify training needs for staff as well as trainees to achieve high working standards;

Ensure the coordination and technical supervision of logistician colleagues in the sub-offices to achieve the expected results;
Supervise the personnel of the operation unit;
Comply with the United Nations Code of Conduct at all levels of WFP interventions
Perform other related tasks as required;
IMPACT OF RESULTS
Under the direction of the specialist or supervisor, apply the conceptual models in support of the project design, provide a basic analysis of the project parameters and actively contribute to the compilation, updating and presentation of the data necessary for the success and to the security of logistics operations.
QUALIFICATIONS AND EXPERIENCES REQUIRED
TRAINING :
Hold a University degree in business management, urban management, logistics, engineering, computer science, statistics or economics (preferably in transport economics)
SKILLS
Management skills to be demonstrated in recent past experience.
Demonstrated ability to develop and maintain effective working relationships with colleagues,
Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.
Ability to write clear and concise reports or rationale for logistical decisions on key issues.

EXPERIENCES
Have postgraduate professional experience of at least three (03) years in one or more transport services and related sectors: port operations, shipping, customs clearance and commissioners, air operations.
Having experience as a manager in a commercial company, an NGO or in a United Nations agency would be an asset.
KNOWLEDGE
Training and or experience in the use of new technology tools, including spreadsheets, word processing and knowledge of MAP software would be an asset.
General knowledge of UN system policies, rules, regulations governing administration.
LANGUAGES
Have mastery of oral and written expression in French

Basic net salary: 13,891,000 CFA Francs per year. Other benefits: 30 days of annual leave, 24 days of sick leave per year, affiliation to the United Nations pension fund, medical coverage for the employee and his recognized dependents.
