The incumbent will perform its duties under the direct supervision of the Youth for Future Senior National Project Coordinator and the overall guidance of the DWT/Cairo Country Director.
Description of Duties
Planning and coordination roles:
- Contributes to the development of the project’s implementation plan and accordingly, closely monitors the timely delivery of activities as planned, and recommends updates to the plan as necessary.
- Maintains a supervisory role in relation to the tasks carried out by the project’s administrative and finance staff, as required.
- Support the effective management of funds/budgets allocated to the project, in accordance with ILO rules and regulations.
- Attends to requests by the project and ILO Office staff, prepares correspondence to address and answer queries pertaining to the project’s key administrative and financial matters.
Procurement role:
- Contributes to the project’s procurement portfolio and contractual arrangements of the project’s consultants, service providers and implementing partners, in addition to the identification and selection of contractors, supervising and following up with administrative and finance assistants on those matters.
Follow up and monitoring role:
- Maintains close follow up with project’s contractors to ensure the timely submission of deliverables as planned, in coordination with the monitoring and evaluation officer.
Budgetary and financial role:
- Supports the effective and efficient allocation of the project’s resources, prepares budget estimates, processes budget revision, maintains the project’s procurement plan and forecasts, and accordingly monitors expenditures and commitments, and proposes corrective actions as necessary to ensure the optimal delivery rates in line with the project’s workplan.
In addition to:
- Supports and coordinates the undertakings of the project’s internal and external auditing, prepares necessary documents and reports to be reviewed by auditors.
- Proposes improvements to work methods and processes with a view to ensuring optimum efficiency and effectiveness. Liaises closely with other administrative areas to ensure effective and smooth service design and delivery, recommending improvements on interrelated processes.
- Participates in conferences, workshops and training activities, representing the project.
- Any other duties as assigned by the management.
Required qualifications
Education
- First level university degree (Bachelor’s or equivalent) in social sciences, economics or in another field of study relevant to this job.
Experience
- The successful candidate should have two years of professional experience at the national level in the area of skills development, project design, budgeting, finance and administration. Familiarity with ILO policies, technical programmes and procedures, including experience working with the United Nations, Ministries of Labour, Education, Trade or other government Ministries Departments and Agencies, would be an added advantage.
Languages
- Excellent command of English language and good knowledge of Arabic.
