The Operations Analyst will provide operational and analytical support in achieving CCRE’s work relevant to disaster risk management which includes managing data-bases specific to DRM, supporting the Unit Head in tracking and monitoring the overall performance of the TA portfolio, the administration of trust funds, including preparation and utilization of administrative budget allocation by ensuring compliance of related transactions with ADB’s established policies, procedures, and practices. The incumbent will report to designated International Staff and/or Senior National Staff.
Responsibilities:
Database Management and Analytics:
  • Maintains and continues to improve the disaster risk management (DRM) database of DRM projects (both stand-alone and integrated).
  • Tracks ADB’s engagement in DRM, collates, analyzes data, and prepares relevant inputs for ADB policy documents, key presentations, and reports.
  • Acts as focal for receiving and addressing internal and external information requests on ADB’s DRM investments.
  • Extracts and collates disaster statistics data from relevant international databases in response to internal information needs and prepares relevant inputs for ADB key policy documents, presentations, and reports.
Technical Assistance Support:
  • Supports the overall management of the DRM team’s TAs portfolio, through consolidated budget monitoring and reporting, and prepares progress reports as needed.
  • Supports the processing/ establishment of selected flagship TA projects/facilities and associated fund raising and reporting as required.
Special Fund Administration:
  • Contributes to the administration of the Asia Pacific Disaster Response Fund (APDRF), including by maintaining a database on APDRF grants and direct charges, supporting grant and direct charge processing, advising, and liaising with project officers.
  • Collates and analyzes data on APDRF funding and disbursements and assists with the preparation of reports on fund use and requests for fund replenishment and supports periodic update on the APDRF implementation guidelines.
Policies and Action Plans:
  • Supports development and updating of DRM policies, and action and operational plans.
  • Supports regular reporting and updates on the implementation of DRM operational plans.
  • Provides guidance, as requested, to regional and sector departments in understanding and implementing the Disaster and Emergency Assistance Policy and associated operational plans.
Knowledge Products and Activities:
  • Supports the preparation and dissemination of DRM knowledge products, including through background research and data analytics.
  • Supports DRM learning and knowledge activities such as preparing and presenting inputs on ADB’s DRM portfolio and track record of investments.
  • Provides analytical and operational supports to the Unit Head in relation to co-chairing the CC/DRM Community of Practice and in related workstreams.
Work Program and Budget Programming and Management:
  • Contributes to the preparation of the team’s annual administrative budget by consolidating the disaster risk management work program and preparing corresponding financial resource requirements and background materials. Prepares the midterm budget review and revised budget estimates.
  • Reviews, summarizes, and analyzes budget requirements for business travel, staff consultants, representation, staff overtime, and other expenditures to ensure budget availability. Monitors and analyzes utilization of administrative budget to ensure that expenditures are properly accounted for and that deviations from forecasts are justified. Recommends budget reallocation where necessary and appropriate based on the teams’ requirements and work programs.
  • Records and reviews budget information in applicable systems against the team’s budget requirements. Advises colleagues on cost-effective and efficient ways to utilize available budget according to the climate change work program within a specified period.
  • Performs other tasks as assigned and reflected in the incumbent’s work plan.
Qualifications:
Relevant Experience & Requirements:
  • Bachelor’s degree in business administration, financial management, disaster risk management or other fields combined with relevant experience.
  • At least 5 years relevant professional experience in multilateral organization relating to technical assistance processing, administration, and other administrative work.
  • Familiarity with scope of work of ADB on disaster risk management will be given higher preference.
  • Familiarity with work programming and budget planning and management principles and processes
  • Extensive knowledge of ADB policies in a wide range of areas including project processing, administration, accounting, and general administration.
  • Proficiency in database management
  • Proven ability to work independently on assigned transactions.
  • Ability to research, analyze and check data from external and internal sources, reconcile or explain inconsistencies
  • Ability to work collaboratively with teams as a constructive team member.
  • Ability to work with individuals from different cultural/national backgrounds.
  • Good coordination, strong interpersonal skills.
  • Excellent written and verbal communication skills in English
  • Knowledge of ADB DRM products, processes, and systems on project/program processing and other programming activities and experience in database management, fund administration, knowledge product production would be an advantage.
