Org. Setting and Reporting

This position is located in the conflict-related sexual violence team in the Policy and Best Practices Service of the Division of Policy, Evaluation and Training in the Department of Peace Operations (DPO). The Political Affairs Officer (Conflict-related Sexual Violence) reports to the Team Leader of the conflict-related sexual violence team.

The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners.

Responsibilities

Within delegated authority, the Political Affairs Officer (Conflict-related Sexual Violence) will be responsible for the following duties:

• Gathers, selects and analyses information pertaining to conflict-related sexual violence contained in communications and publications received from different sources, including the press.
• Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the implementation of Security Council Resolutions 1820, 1888, 1960, 2106 and 2242; and DPO’s mission-specific mandates addressing conflict-related sexual violence.
• Keeps abreast of latest trends and developments in the area of conflict-related sexual violence and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat.
• Monitors national and regional level political developments pertaining to conflict-related sexual violence and provides advice to field missions on their impact on the ground.
• Provides technical and substantive back up in the development and roll-out of training and guidance on the implementation of DPO’s conflict-related sexual violence mandate, including through organization of workshops and seminars.
• Prepares various written outputs, e.g. draft background papers, analysis, documenting lessons learned and best practices, sections of reports and studies, inputs to publications, etc.
• Maintains contacts with UN partners, other international organizations and governments on coordination and policy matters pertaining to conflict-related sexual violence.
• Monitors actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations as they relate to conflict-related sexual violence.
• Participates in evaluations and other technical support missions as they relate to conflict-related sexual violence.
• Performs other related duties as required.

Competencies

• Professionalism: Knowledge and understanding of DPO’s conflict-related sexual violence mandate and how it is implemented in peacekeeping operations. Knowledge of relevant legal and conceptual frameworks on conflict-related sexual violence; understanding of ethical considerations in ensuring response to survivors of sexual violence and the ability to ensure a gender analysis in addressing conflict-related sexual violence. Ability to identify and analyze political, ethnic, racial, social and economic problems that impact conflict-related sexual violence mandate implementation. Education

Advanced university degree (Master’s degree or equivalent) in social sciences, sociology, political sciences, international relations, law, development studies or other related disciplines. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience working at the international level in one of the following areas is required: human rights, women, peace and security, protection issues (including child protection and/or conflict-related sexual violence) or rule of law.

Field experience with international peacekeeping or political missions, agencies, funds and programmes, or international organisations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is an advantage. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available effective 01 May 2022 through 31 March 2023, with the possibility of extension subject to the availability of funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
