Project Summary

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control and preventing, preparing for, responding to, and bolstering health systems to address COVID-19. While originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding and is currently implementing COVID-19 activities in 45 countries.

Job Summary/Responsibilities:

The Program Officer I is primarily responsible for providing programmatic, operations, and administrative support to the project. Will work with select country teams and Washington DC/NC staff to ensure the smooth set up and operations of the COVID-19 activities under EpiC, including procurement support, subaward development, engagement and payment of consultants, processing payment of HQ-paid subawards, consultants and procurements, coordinating meetings and other tasks.

  • Provides administrative support to HQ and select country teams, e.g. make logistical arrangements for meetings, special events, travel, and appointments.

  • Develops consultancy agreements, leads approval of deliverables and payments for consultants.

  • Prepares procurement packages for submission to Global Procurement, and documents to secured USAID approval of equipment and restricted commodities.

  • Supports development of subawards and modifications.

  • Supports in reviewing, tracking and editing bimonthly reports.

  • Schedules and attends routine country calls, takes notes, and follows up on action items.

  • Maintains databases, shared internal files, and data integrity and security according to quality standards and company policy.

  • Prepares documents, reports and briefing materials.

  • Assists in the orientation/training of new administrative/support staff.

  • Responds to a variety of programmatic, financial, administrative and logistics needs and requirements generated from senior management and USAID, and act as primary point of contact for select countries.

  • Serves as the liaison for internal units, such as Accounting, Travel, Contracts, Business Services, etc.


  • Bachelor’s or its international equivalent in public health, international development, human development, or related field desired.

  • A minimum of 2 years’ experience in program management, with global health and USAID experience preferred.

  • Experience working in an international environment is desirable.

  • Excellent organizational skills, detail oriented, ability to multi-task and handle a large work volume in a timely manner including the ability to initiate, prioritize, and implement activities with minimal oversight.

  • Strong social skills and ability to work effectively as part of a team.

  • Strong verbal and written communication skills.

  • Must be able to read, write concisely and speak fluent English. French or Spanish proficiency is a plus.
