Background
Cultural heritage can be instrumental in enhancing social inclusion, developing intercultural dialogue, creating jobs, community empowerment, broadening opportunities for learning, skills development, enhancing the feeling of safety and belonging, and creating a more tolerant environment. The role of institutional mechanism in this process must be acknowledged from the governing aspect (capacities to address citizens’ needs/service delivery) and the functionality of the rapport (trust) between the institutions, citizens, and religious communities.

The earlier UNDP interventions on interethnic dialogue, funded by the EU (Instrument contributing to Stability and Peace) generated evidence that cultural heritage protection is a powerful tool to bridge ethnic and religious differences.

The objective of the “Cultural Heritage as a Driver for Intercommunity Dialogue and Social Cohesion” project is to contribute to improving inter-community trust through cultural heritage protection, ultimately leading to social cohesion.

The project comprises of three, interlinked, specific Outputs:

Output 1: Restoration, rehabilitation, and beautification of cultural and religious sites

Output 2: Promotion of intangible cultural heritage as a bond for social cohesion

Output 3 – Strengthened capacities to protect and preserve cultural heritage through institutional mechanisms

This project is funded by the EU’s Foreign Policy Instrument, specifically the Instrument Contributing to Stability and Peace.

The incumbent will be primarily working to support the implementation of Output 1 with provision of additional support to the implementation of Output 3.

 

Duties and Responsibilities
Under the direct supervision of the Portfolio Manager and in cooperation with the Project Officer for Output 1, the Project Associate will perform the following tasks:

Support the CTA and Project Officer for Output 1 in implementing project activities, and as required the implementiation of activities related to Output 3;
Provide technical inputs when drafting of Terms of Reference, Request for Proposal, Requests for Quotations, necessary documentation as required for the Output 1, and based on UNDP Rules and Regulations;
Assist in providing technical inputs during the drafting and revision of proposal, technical drawings, and specifications showing the necessary works prepared by the implementing partner/contractor(s);
Undertake supervising of works in accordance with technical specifications, bills of quantities and drawings;
In cooperation with Project Officer for Ouput 1 provide feedback to partners/beneficiaries and stakeholders when required, and suggest corrective actions when necessary;
Provide support to the planning and organization of project board meetings; participate in regular internal meetings and training events.
Maintain a filing system for all site information and instructions, measured quantities of work and materials on site, reports and other documents and correspondence pertaining to the construction activities;
In cooperation with the Project Officer for Output 1 prepare site events and technical visits,
Attend and record site/office meetings; submit daily, weekly and monthly supervision site reports, and other relevant progress reports.
In coordination with Project Officer for Output 1 facilitate the cooperation between beneficiaries and the project to ensure timely and qualitative implementation of project activities;
Gather lessons learned and codify them.
Carry out any other tasks related to the works and the project as requested by the supervisor.

Required Skills and Experience
Education

Secondary education.
Bachelor`s degree in Architecture, urban planning, restoration, conservation and preservation or civil engineering, or related sciences would be desired.
Six years of experience in restoration, renovation, construction and rehabilitation projects or in a similar role.
Alternatively, if in possession of Bachelor’s degree, 3 years of relevant work experience is required.

Required Skills

Proven experience working as an architect, civil engineer or on restoration/conservation of cultural heritage sites;
Experience in working for an international agency, donor organization, or NGO in the same role is a distinct advantage;
Experience in cultural heritage protection/management is a distinct advantage.
Experience in developing BoQ, technical specifications, Requests for Proposals, and related documents for interventions in cultural heritage sites.
Experience in monitoring of work plans and project implementation;
Experience in the use of computers and office software packages (MS Word, Excel, CAD Aided Programs etc.) and advance knowledge of spreadsheet and database packages.

Fluent in English and Albanian (written and spoken).
