Background

As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. UNDP helps countries to develop policies, leadership skills, partnering abilities, institutional capabilities, and to build resilience to achieve the Sustainable Development Goals. Our work is concentrated in three focus areas; sustainable development, democratic governance and, peacebuilding, and climate and disaster resilience.

The overall objective of the “Provision of early recovery assistance for protection and livelihoods, economic security for the conflict-affected population in Azerbaijan” project is to provide early recovery assistance to the most vulnerable conflict-affected population in Azerbaijan through humanitarian mine action and livelihood support by reducing the threat and impact of landmines and UXO for people living in the conflict-affected areas through mine action capacity building and enable recovery through the rapid restoration of agricultural livelihoods.

The results of the action will be achieved through 2 components: a) humanitarian mine action and b) livelihood support.

Component 1: Humanitarian Mine Action

Mine action is an important practical contribution to confidence-building and peace in the region and combined with livelihoods support providing economic security will bring stability. 

UNDP mine action capacity building under this action will provide a coherent response to the needs and priorities to improve community safety and protection. In addition, working with partners, UNDP intends to use the improved knowledge and access to information in conjunction with innovative approaches to introducing new tools through mobile and new technologies (including through social platforms) to deliver targeted and more impactful explosive ordnance information messaging. 

Digital technologies represent an easily scalable, cost-effective way of reaching large groups of people (especially young people). Most technologies can also be easily updated to adapt to changing circumstances such as improved knowledge of the nature and extent of the contamination. 

Component 2: Livelihood support

To increase community resilience and kick-start economic and social recovery and restore livelihoods, this action will create immediate jobs through the revival of agriculture livelihoods by providing agricultural inputs and market support contributing to overall resilience. 

The Emergency Rapid Early Recovery Assessment underlined that as the conflict-affected areas have specialized in agriculture, it is important to attract investments to benefit from the existing potential of the area as much as possible, increase access of farm-enterprise owners to financial and other resources such as fertilizers, seeds, irrigation water. UNDP will adapt its ongoing livelihood support to benefit agro livelihoods.

The livelihoods component will also benefit from capacity building of local bodies particularly the Community resource hubs but also other community-based organizations and groups to ensure a smooth exit for UNDP following the end of the project. Collaboration with national and local authorities will link to longer-term support provided by institutions following the end of the funding timeframe. This will enable the operationalization of the humanitarian development nexus.

 

Duties and Responsibilities

Under the guidance and direct supervision of the Project Manager, the Project Assistant will perform the following  functions:

  • Keep records of project funds and expenditures, and ensure all project-related financial documentation are well maintained and readily available when required by the Project Manager;
  • Review project expenditures and ensure that project funds are used in compliance with the  Project Document and UNDP guidelines;
  • Review annual budgets and project expenditure reports, and notify the Project Manager if there are any discrepancies or issues;
  • Coordinate the work of all project consultants and sub-contractors;
  • Disseminate project reports and respond to queries from concerned stakeholders;
  • Ensure proper communications regarding events, success stories, project outreach, and overall scope and methodology (e.g. social media presence, project info on the website, drafting press releases, etc.);
  • Ensure full compliance of project activities, financial recording/reporting system with UN/UNDP rules, regulations, policies, and strategies;
  • Prepare all required reports, talking points, updates on the project, and project factsheets as may be required by UNDP, establish a good liaise with donors.
  • Support the preparations of project work plans and operational and financial planning processes;
  • Prepare proposals for budget revisions;
  • Following the Work Plan arrange for the procurement of equipment, supplies, and services and assist in procurement and recruitment processes;
  • Ensure that contractual processes follow the stipulated UN procedures.

Required Skills and Experience

Education:

  • Bachelor’s degree in management, international relations,  business administration, economy or other social sciences

Experience:

  • At least 3 years of programme support experience in development projects athe national or international level;
  • Experience in working with international organizations and government institutions;
  • Experience in medium and large procurement cases;
  • Experience in budgeting, planning, and reporting on foreign-funded projects;
  • Experience in administering budgets, training, and working effectively with counterpart staff at all levels and with all groups involved in the project;
  • Experience of working with regional and local authorities is an asset;
  • Experience in the  international organizations or UN Agencies is an asset 

Languages:

  • Fluency in oral and written English and Azerbaijani;
