Knowledge and Experience

The following key technical requirements will be taken into consideration when assessing the bids for this consultancy:

  • WROs with relevant extensive experience in implementing Gender Justice programmes in Federal Iraq and/or Kurdistan Region.
  • WROs that are fully registered under the Federal Government in Baghdad.
  • WROs with strong knowledge of issues affecting women’s participation in decision-making in Iraq.
  • WROs that demonstrate expertise in influencing behavioral change though community mobilization applying a rights-based approach.
  • WROs with familiarity with qualitative methodology used in social research methods.
  • WROs familiar with constraints and challenges encountered by civil society actors working on gender transformative interventions in a conflict-prone and fragile context.
  • WROs with staff with English proficiency and spoken and written Arabic.

Interested organizations with relevant experience and skills based on the ToR can submit their Expression of Interest (EOI), including the following:

 

  1. Cover letter/ Organizational profile of no more than 2 pages introducing the WRO and how the skills and competencies described above are met. Please also use this cover letter to indicate the WRO’s availability for the proposed period.
  2. Technical proposal of no more than 10 pages should include an interpretation of the objectives of the consultancy, detailed methodology and a work plan. It should also provide details on WRO’s capacity, past experience with similar assignments, CVs of the consulting team directly involved in the assignment, including their specific roles along with three professional referees.
  3. Financial proposal should include a one-page budget of the offer, covering all major anticipated costs. The costs should be clearly broken down.
  4. Statement on the willingness to follow Oxfam’s Code of Conduct and guidance regarding safe programming.
