The position is located in the Office of the United Nations Ombudsman and Mediation Services (UNOMS). UNOMS was established as the informal pillar of the internal system of administration of justice to make available to staff the services of impartial and neutral persons to address work-related concerns. The Senior Conflict Resolution Officer will effectively service work-related cases of UN staff and related personnel in peacekeeping missions and identify systemic issues; act as focal point for queries, consultations and requests from other components of the administration of justice system on peacekeeping related issues; assist the regional ombudsman offices in peacekeeping areas in handling sensitive and complex cases and share best practices and lessons learnt. The Senior Conflict Resolution Officer will directly report to the Chief of Office and will be under the general authority of the United Nations Ombudsman.

Responsibilities

Within delegated authority, the Senior Conflict Resolution Officer will be responsible for the following duties:

  • Provide ombudsman services to peacekeeping personnel to achieve informal resolution of conflicts at an early stage.
  • Advise staff on their options and the different avenues open to them, taking into account the rights and obligations existing between the Organization and staff members.
  • Hear all parties involved in a conflict who want to avail themselves of the Ombudsman’s services and, if necessary, refer to staff to the other means of conflict resolution.
  • Conduct a cross-cutting review of all cases in order to identify systemic issues.
  • Provide regular reports with practical recommendations for systemic change.
  • Develop a network of relevant stake holders that will contribute to the analysis and resolution of systematic issues that have been identified.
  • Act as a focal point for queries, consultations and requests from other components of the administration of justice system on peacekeeping related issues.
  • Advise the UN Ombudsman on an engagement strategy within the Secretariat and the UN System to allow for coordination on systemic issues system-wide
  • Provide guidance on and contribute to the improvement of standard operating procedures for the office to ensure consistent case handling procedures.
  • Perform other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent degree) in public administration, dispute resolution, human resources management, human relations, law, management, organizational development, counseling or other related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Relevant training in conflict resolution is desirable.

Work Experience

A minimum of ten years of progressively responsible experience, including at least five years at the international level in dispute resolution, human resources management, law, or related field is required.

Experience providing informal conflict resolution services in the workplace is desirable.

Experience working in the United Nations or other similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
