This position would work across all three country units, including with ENB and SD staff based in Beijing, Fiji, Jakarta, Solomon Islands, Sydney, Ulaanbaatar, Washington, DC, and Singapore.

Duties and Responsibilities:

The selected candidate will report to the EAP SEAE1 Practice Manager based in Singapore.

SEAE1 is seeking to recruit a Senior Environmental Specialist to be based at the Singapore World Bank office. Working in close collaboration with colleagues from ENB and other units, the Senior Environmental Specialist’s responsibilities will be to serve as the unit’s climate change focal point, providing leadership to World Bank work in advancing the climate change and green transition agenda through supporting or leading ENB policy dialogue, analytical and operational work in SEAE1 countries.

The Senior Environmental Specialist’s responsibilities will include the following:

  1. Providing expert advice to, and supporting knowledge sharing for, country and internal clients on emerging climate science, trends, innovation, policy, and approaches /dialogue, and sector strategy in support of a low-carbon, resilient transition.
  2. Lead analytical and technical assistance work related to climate finance, carbon pricing instruments (particularly Emissions Trading Schemes and national and/or international carbon trading schemes), carbon finance including links with nature-based solutions and adaptation in SEAE1 countries.
  3. Lead or contribute to preparation of investment and/or policy-based operations that support SEAE1 countries transition towards net zero.
  4. Support the development of a pipeline of projects / initiatives for potential trading in the ETS mechanism or for future World Bank funds and facilities. Lead resource mobilization efforts to support climate action in SEAE1 countries.
  5. Provide advice to SEAE1 technical team in the preparation and supervision of emissions reductions activities and emissions reductions purchase agreements in different sectors, including in AFOLU / REDD+.
  6. Provide support to teams on broader issues related to sustainable finance.
  7. Liaise with key international, regional and national stakeholders active in SEAE1 countries and Singapore to ensure representation, alignment, identify and develop new synergies and partnerships, and deepen existing engagements related to climate change mitigation and adaptation actions. Represent unit in relevant Bank-wide initiatives and external meetings on climate change and resilient growth within the region.
  8. Support and mentor ENB and other staff in SEAE1 countries on climate change and green growth issues.

Selection Criteria

  • Advanced degree (Masters or PhD) in climate/environmental science or policy, environmental management, sustainable finance, environmental engineering, or environmental economics, or other relevant disciplines.
  • A minimum of 8 years of full-time relevant experience in developing country context, with experience in middle income countries preferred.
  • Demonstrated experience on developing strategies, policies and/or projects focused on mitigation and adaptation, including specific experience securing and using climate finance.
  • Strong technical understanding of climate science and climate finance, working knowledge of global and regional climate negotiations and policy.
  • Experience in formulating and implementing green growth and climate change strategies, policy, and finance.
  • Strong analytical and strategic skills, with ability to identify and clearly articulate long-range goals and objectives, develop strategic approaches, and conceptualize multi-year plans to operationalize and implement these strategies (ideally using World Bank or other similar instruments).
  • High service standards with demonstrated capability to work and meet deadlines under pressure.
  • Demonstrated experience engaging with a wide range of internal and external partners, and working across and with different sectors/GPs, development partners, multiple government counterparts and private sector.
  • Excellent social and communication (written and oral) skills, as well as experience in teamwork and multi-disciplinary teams.
  • Proven ability to work independently and at a high level to achieve results with agreed upon objectives and deadlines.
