This position is located in the Civil Military Coordination Section (CMCS), Response Support Branch (RSB), Office for the Coordination of Humanitarian Affairs (OCHA) in Turkey, Istanbul. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. The Senior Humanitarian Affairs Officer/Civil Military Coordination reports to the Chief of CMCS in Istanbul, Turkey.

Responsibilities

Within delegated authority, and under the overall supervision of the Civil Military Coordination Service Section Chief, the Senior Humanitarian Affairs Officer/Civil Military Coordination will be responsible for the following duties: •Provides technical and policy advice to RSB and the wider senior management in OCHA and other agencies in the UN system, Member State officials, international and regional organizations on civil-military coordination (CMCoord) in support to Access and Protection. •Monitors the performance of the institution’s humanitarian mandate; influences the development and evolution of the UN approach to Civil Military Coordination; designs and implements significant policy and programme changes to address country, regional, global humanitarian affairs issues, including gender considerations; conceptualizes the linkages with the political and peacekeeping functions in the Secretariat. •Manages deployments to country offices to provide Civil Military Coordination support •Deploys as relevant in emergency settings to provide senior operations support for Civil Military Coordination. •Conceptualizes, formulates and manages major projects; leads a multi-agency team in carrying out Civil Military Coordination Support for operations and CMC support missions; initiates, mobilizes and coordinates international humanitarian/emergency assistance for exceptionally complex situations or major disasters; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); •Leads capacity development initiatives; identifies bottlenecks and gaps and develops proposals to improve response systems and mechanisms including Civil Military Coordination, to include technical assistance in the design of specific coordination and other systems/mechanisms; organizes and participates as trainer/resource person in national and international training seminars. •Serves as primary liaison with non-UN entities, including senior host government officials, military entities, donor representatives, NGO officials, etc., in new emergency situations where there is no OCHA presence. •Establishes overall work plan and budget. •Leads a team of staff of the Operational Support Unit of CMCS in Istanbul; plans and allocates work assignments; coaches, mentors and evaluates staff; participates in recruitment, selection and training of new staff and in the development of training programs. •Supervises and finalizes position papers and related submissions; prepares diverse reports, papers, policy guidelines, statements, presentations, etc. for senior management.

Education

An advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
Experience in civil-military coordination activities in an international organisation or non-governmental organisation in a conflict or post-conflict setting is required.
At least four (4) years in the past tem (10) years of international experience working in complex emergencies and/or natural disaster situations in the field either in a humanitarian or military organisation is desirable.
Experience in a humanitarian context within the UN common system or other comparable international organization is desirable.

Languages

French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of other UN official languages is desirable.

Assessment

The evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

The duration of the assignment on the post of Senior Humanitarian Affairs Officer/Civil Military Coordination [post number 30502997], in the Civil Military Coordination Section of the Office for the Coordination of Humanitarian Affairs, will be for an initial period of one year. If the assignment is subsequently extended, the total period of the assignment may not exceed the maximum period of four years.
