We are looking for a motivated and open-minded person willing to share his/her experience with others and be part of the development of the OPSYS project.

The Directorate-General for International Partnerships (DG INTPA) of the European Commission defines and implements the development and cooperation programs in third countries and finances them with the dedicated budget of the European Commission and with the budget of the European Development Fund. The definition, execution and control of the cooperation programs and related projects are supported by DG INTPA’s Information Systems.

The current information systems portfolio of the IT Unit consists of specific systems such as CRIS, EAMR, EAMR-HQ, e-Content, OPSYS-transition projects, as well as horizontal activities in the information systems lifecycle such as Architecture, Data Quality, Data Management, Analysis, Development, Test, Production and Support. The “Common Relex Information System” (CRIS) is one of the major information systems developed by DG INTPA in order to efficiently accomplish its mission.

DG INTPA, DG NEAR and the FPI have jointly committed towards setting up a new common operational system (OPSYS), to replace the existing CRIS system. OPSYS aims to develop the future operational systems addressing the Delegations’ and Headquarters’ needs in terms of efficiency, reliability of data, ability to evolve (new implementation modalities, simplification of business processes) and ability to report and communicate. These operational systems will be integrated with the existing European Commission Corporate Systems (ABAC, SYGMA, etc.) and Services (EU Login, COMPASS, etc.)

A transition period is in place during which both OPSYS and CRIS coexist, be in use and share and exchange information.

Nature of the tasks

  • Senior trainer on RELEX Family (DG INTPA, DG NEAR and FPI) information systems (OPSYS);
  • To provide demand-driven training and capacity building activities to end users of OPSYS;
  • Organise and delivery of classroom and virtual trainings, webinars and presentations;
  • Conduct specific assessment of training areas, where required, for end users of OPSYS;
  • Contribution to the implementation of the IT Training Plan from Planning to Delivery, including training evaluation and reporting;
  • EU Learn Course coordination;
  • Draw up training contents;
  • Creation, update and editing of training materials for classroom & virtual trainings in close cooperation with business management teams;
  • Contribution to user engagement, user demands follow-up and provide guidance to users in order to facilitate the effective use of OPSYS in their daily work;
  • Estimate timescales and resource requirements for the successful completion of the trainings and user support sessions;
  • Monitor timescales and resources used in training activities, and take action where these deviate from agreed tolerances;
  • Participate in functional working groups and progress meetings;
  • Participate in coordination and project management meetings.

Knowledge and skills

  • Proven experience in training and coaching at senior level;
  • Knowledge of project lifecycle management and public procurement procedure in the development cooperation field;
  • Experience in change management related to the introduction of new information systems to end users;
  • Proven experience in creating and providing presentations in English, French (Spanish is an asset);
  • Excellent communication skills;
  • Excellent writing skills in English, French;
  • Ability to participate in multi-lingual meetings;
  • Ability to apply high quality standards to all tasks related to training and coaching;
  • Experience in the management of e-learning projects;
  • Capability of working in an international/multi-cultural environment, rapid self-starting capability and experience in working in a team, understanding the needs, objectives and constraints of those in other disciplines and functions;
  • Good knowledge of learning management systems, e-learning authoring tools, and virtual classroom tools to be used in the context of development cooperation;
  • Knowledge Jira and Confluence would be an asset.

Skills considered as an asset

  • Project experience with EU Delegations in the international cooperation and development  field;
  • Knowledge of EC Business-related procedures applicable in the international cooperation and development field;
  • Knowledge of the Programme & Project Cycle Management methodology (PPCM);
  • Knowledge of EC operational systems in the international cooperation and development field (CRIS, e-Calls PROSPECT, ROM, EAMR, Dashboards);
  • Knowledge of the EC’s Financial Regulation and its implementation rules within DEVCO;
  • Knowledge of EC financial tools (ABAC);
  • Knowledge of Grant Management Suite EC system (SYGMA/COMPASS);
  • Experience in stakeholder management for inter-institutional and inter-DG.
