Solidarites International (SI) has been working in Syria since 2012. The mission counts about 250 national staff, more than 45 expatriates, and has a 25 million USD budget forecasted for 2021. There are 3 implementing offices in Syria (2 in North East Syria/NES, 1 in North West Syria/NWS) with the coordination based in Amman – Jordan.

The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict.

NWS programs are remotely managed and provide WASH and NFI/Winterization support to affected populations.

Since 2016, SI has been partnering with a local health partner to develop and strengthen a WASH-and-Health integrated approach, and is currently developing the streamlining of Protection within its existing programs.

Syria mission is dedicated to work in areas recently opened and in challenging contexts. A turn from lifesaving activities to more post-emergency/development has also been undertaken.

In NES and NWS, lifesaving activities are undertaken:

  • Wash – emergency package in IDPs settlements,

  • distribution of NFIs and cash for vulnerable populations,

  • COVID Response (WASH in Health, distributions)

Furthermore, in NES, more sustainable activities are implemented:

  • Individuals’ houses rehabilitations,
  • Institutional rehabilitations and support: Water stations rehabilitations, capacity building of the Water Department, rehabilitation of schools.

Additionally, SI has a contingency and capacity to respond to emergencies in all NES.


General objective:

  • Ensures that inputs provided by MEAL and IM effectively inform the strategy of the mission
  • Promotes data driven decision making for all bases and coordination
  • Develops internal standard processes for MEAL (monitoring activities, indicators, etc.) and IM (data protection guidelines, dashboarding, creation of tools, etc.) and ensures that these processes are followed
  • Leads the development and regular update of the learning agenda of the mission and ensures that data collection activities feed into the learning agenda
  • Ensures that MEAL and IM activities are meeting contractual requirements
  • Provides technical support and strategic guidance to MEAL managers
  • Ensures that MEAL and IM provides inputs in a user-friendly way
  • Maintains and improves the functionality of the FCRM system
  • Strengthens the MEAL and IM team structure by actively participating to HR sizing and by having a leading role within the team in terms of capacity building
  • Leads the development of protection mainstreaming strategy and ensure the monitoring of protection mainstreaming aspects in activities (checklists, indicators, questionnaires, etc.)

The main challenges:

  • 2 MEAL managers and 1 IM manager to support remotely
  • Recent turnover of MEAL managers and within the coordination team. The processes and tools recently developed can easily be forgotten or lost. Ensuring continuity will be a priority
  • Well-staffed IM team but still relatively new on the mission. Need support to ensure that their role is well understood and to continue to create new processes
  • The MEAL coordinator is covering a variety of aspects within in the mission including MEAL but also IM and Protection mainstreaming
  • Roles and responsibilities are now clearly defined between MEAL and program. However, this set up is recent and thus remain fragile.
  • First project in the Food Security and Livelihood sector for the mission started in Raqqa mid 2021. MEAL teams are not familiar with the monitoring for FSL.

Priorities for the 2/3 first months:

  • Maintain the close involvement of MEAL with program by supporting the internal processes in place but also by conducting a field visit in NES and if possible in NWS within the first 3 months
  • Closely follow up and ensures that the new MEAL processes and tools created are being used in all three bases
  • Ensure the reporting for MEAL annexes and inputs for projects in NWS that will come to an end in November/December
  • Lead the reporting of assessments that will be conducted in November/December in NES (for school rehabilitation activities, FSL project, etc.)
  • Participate to the development of new proposal for NWS in January/February 2022
  • Leads the implementation of the protection mainstreaming strategy for 2022
  • Continue to strengthen the role of IM within the mission

Responsibilities and main activities:

The MEAL coordinator contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of MEAL.

He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of MEAL activities and general SI objectives to the needs of the local populations.

He/she coordinates the project cycle and more particularly the operational monitoring of MEAL programs implemented in the intervention country.

He/she contributes to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of MEAL.


Specific skills and experience:


  • University degree in related sector (program management, development, humanitarian studies)

Previous experience:

  • At least 3 years of relevant experience in monitoring and evaluation, accountability and Learning, including experience in coordination.
  • Experience in supporting emergency response in tense security context and remote setting.
  • Experience in the Middle East is highly appreciated


  • Excellent analytical and writing skills
  • Solid knowledge of monitoring and evaluation, accountability and Learning
  • Good knowledge of Information management
  • Excellent communication
  • Excellent abilities to coordinate with people of different sectors/departments


  • Full English proficiency
  • Knowledge of Arabic would be appreciated


A salaried post:
According to experience, starting from 2640 euros gross per month (2400 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 785 USD

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of 1 additional rest day per month worked > i.e. 12 days in addition for a 1-year contract**.**

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.


Living conditions in Amman are very good and staffs have access to a wide range of restaurants, cafes and bars. Most of occidental products (food, clothing…) are easily accessible in Amman. The country also proposes several destinations for weekends.

Accommodation will be in SI guesthouses or SI can provide an allowance. The position is open for potential family posting and accommodation pack

The perdiem rate is 785 USD a month.


In Amman, security risks are extremely low and restrictions are very limited.

Field visit: Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.
