2. Purpose and Scope of Assignment

The Programme Associate would normally receive guidance from more senior programme staff in the operation/bureau/division. S/he may receive indirect guidance from other sections and units relevant to the country/region programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments.

The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent will have to establish good working relationships with their peers at country level to facilitate the collection of information and other programme management related activities. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

S/he is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties:
– Contribute to the review and analysis of operations plans, mid-year and year-end reports of the different UNHCR offices, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
– Follow up on any change in regards to alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality
– Support the assessment and analysis of the needs of persons of concern in the country/region in a participatory manner and using an Age, Gender and Diversity (AGD) perspective as basis for planning.
– Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities related to programme management if applicable.
– Provide administrative assistance and support in routine services and activities within Programme thus better able to meet the needs of persons of concern.
– Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects.
– Provide support to ensure partnership agreements are established in a timely manner, regularly monitored and reported on, in compliance with established guidelines and procedures included in the framework for implementing with partners.
– Guided by the MFT approach, support the implementation of activities related to specific projects in areas such as education, supporting the technical teams to achieve results through partnerships and activities under direct implementation in line with Programme Manual and programming instructions.
– Contribute to the review and analysis of operations plans, mid-year and year-end reports, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
– Assist in the development of key performance indicators for all activities undertaken by UNHCR and its partners and develops feedback mechanisms to address deficiencies and to improve service delivery;
– Collaborate with the relevant Units to ensure collation and compilation of data and statistics for the preparation of reports;
– Facilitate capacity building for the monitoring and evaluation of the programmes and activities.
– Use UNHCR¿s corporate tools (e.g. COMPASS, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence based programmatic decisions and analysis.
– Management and follow up of the project implementation monitoring system of UNHCR’s operation in Ecuador in coordination with the Information Management Unit.
– Review of the information uploaded to the project implementation monitoring system of UNHCR’s operation and grant to follow up with relevant colleagues.
– Proactively suggest improvements to the indicators within the project implementation monitoring system.
– Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.
– Perform other related duties as required.

3. Monitoring and Progress Controls
– Proper coordination of matters related to the program cycle controlled by the unit.
– Generate reports from the project implementation monitoring system.
– Coordination with the information management unit.
– Preparation of programmatic documents within requested deadlines.
– Entry of relevant information into program files and into FOCUS and MSRP systems.
– Delivery of reports requested by supervisor within deadlines.

4. Qualifications and Experience
(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)

a. Education (Level and area of required and/or preferred education)
– University education in the areas of Social Sciences, Economics or Business Administration with experience in project management, planning or related fields.
– Intermediate knowledge of English required.

b. Work Experience
– 3 years of relevant work experience.

Essential:
– Demonstrated experience in programme management, Operation Management Cycle and related processes.
– Knowledge of Results Based-Management.
– Computer skills (in MS office) including advanced Excel skills (pivot tables, data management, etc.).

Desirable:
– Completion of UNHCR Learning Programmes or specific training relevant to function of the position including Programme Management ¿ Level 1.
– E-tutoring of PM1, Framework for Implementing with Partners Learning Programme.
– Experience in programme management training and capacity building activities

1. General Background

Ecuador is a destination and transit country for persons in need of international protection. Over the past two decades, Ecuador has been hosting more than 68,000 recognized refugees (mainly Colombians) and has become a main destination and transit country for Venezuelan refugees and migrants. Ecuador receives the second largest number of Venezuelans after Colombia. Over 2.4 million have entered Ecuador since 2016. In 2019 Venezuelans have been arriving in Ecuador at an average of 1,950 people per day, almost all through the border crossings with Colombia. While 80% of Venezuelans arriving in Ecuador are in transit to third countries, official estimates are that more than 385,000 are residing in Ecuador.

UNHCR Ecuador works closely with governmental authorities, non-governmental organizations and communities to provide protection and sustainable solutions in the face of the continued arrival of Colombians and Venezuelans in need of international protection. UNHCR aims to design response mechanisms that alleviate the pressure on the host communities, promote self-sufficiency and allow access to solutions such as local integration and resettlement. UNHCR Ecuador is advocated to consolidate a favorable legal protection framework for persons in need of international protection; to continue to invest in strengthening the asylum system; provide emergency assistance and emergency shelter to persons at risk; and to promote local integration strategies such as access to public services and livelihood opportunities, through the prioritization of community support projects and alliances with local governments.

During 2020, the world has faced unprecedented challenges with the COVID-19 pandemic. In this context, UNHCR¿s overriding aim is to work closely with governmental and non/governmental partners to secure the inclusions of refugees, asylums seekers and other marginalized communities in national preparedness and response measures.

UNHCR Ecuador¿s Branch Office in Quito oversees, guides and designs the implementation strategies of UNHCR¿s protection response in the country. Implementing effective protection and integration programmes requires a needs-based programme design, efficient implementation and continuous monitoring and evaluation. UNHCR¿s Programme Unit supports the Operation in framing its protection response around UNHCR¿s global strategic priorities, leads the selection of implementing partners and supports performance and impact monitoring of programme results.
UNHCR¿s Branch Office in Quito seeks to recruit a programme professional with the capacity to guide and support programmes to reach their intended impact, and to adjust implementation to emerging challenges.

UNHCR seeks an individual committed to humanitarian principles and functionally relevant work experience in project management in areas relevant to UNHCR. The candidates should have flexibility/adaptability i.e. analyzing, adapting to, and working effectively in a variety of situations, often under demanding conditions, and coping with the unforeseen or unexpected. Team spirit as well as result orientated performance is also required. The candidates should have strong communication skills (written and spoken) principally in Spanish language whereas intermediate level of English language is strongly desired. A high level of mobility and adaptability is required of the candidates as they may be requested to take up field mission in and out of the country at short notice.
