Qualifications & Preferred Skills:
1-Bachelor’s degree in business administration or a related field
2- Minimum of 2 years of experience in procurement, logistics, or supply chain management, ideally in humanitarian or NGO contexts.
3- Strong understanding of procurement procedures and donor compliance regulations.
4- Proficiency in using procurement software systems.
5- Ability to work in high-pressure situations and manage multiple tasks simultaneously.
6- Strong communication and team leadership skills.
7- Fluency in English and Arabic.
Key Responsibilities:
1- Oversee procurement processes, including tendering and contract management.
2- Ensure compliance with procurement policies and guidelines.
3- Conduct market research to identify potential suppliers and negotiate favorable terms.
4- Prepare Quotations and tender documents and evaluate supplier bids based on price, quality, and delivery times.
5- Collaborate with the Finance Manager and Project Manager to ensure budget alignment with procurement needs.
6- Manage procurement records, ensuring transparency and accountability.
7- Coordinate the procurement of materials and goods for project implementation.
8- Ensure timely delivery of goods and services in line with project requirements.
9- Monitor supplier performance and take corrective actions as needed.
10- Prepare procurement reports and documentation for internal and external audits.
11- Lead the procurement team in conducting vendor evaluations and contract negotiations.
12- Ensure that procurement policies are regularly reviewed and updated to reflect best practices.
13- Work with suppliers to establish long-term contracts that secure the best possible terms for the project.
14- Prepare weekly and monthly procurement plans based on project needs and timelines.
15- Coordinate with the program and finance departments to ensure the smooth transportation and storage of goods.
16- Address any disputes or issues with suppliers and resolve them promptly.
17- Oversee the vetting process for new vendors to ensure they meet the organization’s standards.
18- Make sure all procurement activities comply with donor regulations and reporting requirements.
19- Ensure that procurement activities are completed within established timelines to avoid project delays.
20- Prepare and provide all necessary procurement documentation during internal and external audits.
21- Keep management and relevant stakeholders informed of procurement status and challenges.
22- Foster positive relationships with suppliers to ensure ongoing cooperation and support.
23- Respond quickly and efficiently to urgent procurement needs that arise unexpectedly during project implementation.
24- Maintain open communication channels with the project team, finance, and other stakeholders regarding procurement activities and timelines.
