SOLIDARITES INTERNATIONAL(If) is an association of international humanitarian aid which, for more than 40 years, has rescued populations victims of armed conflicts and natural disasters by meeting vital needs, drinking, eating, sheltering.Particularly engaged in the fight against diseases linked to unhealthy water, the leading cause of mortality in the world, if implements by its interventions an expertise in the field of access to drinking water, sanitation and the promotion of hygiene but also in that, essential, of food and means of existence.Present in 26 countries, the SI teams – 3,200 people in total made up of expatriates, national employees, permanent staff at the headquarters, some volunteers, etc. – intervene with professionalism and commitment to cultures.

The mission

During 2023, if reinforced its presence in the ZMPP with operational coordination in Port-au-Prince.

A project is implemented thanks to the financial support of the Interministerial Food Aid Committee (CIAA) within the Metropolitan Zone of Port-au-Prince (ZMPP) in order to help strengthen the food security of difficult areas of jealousy (town of Pétion-Ville) and this, despite the growing insecurity thanks to the use of electronic coupons with monetary value.Faced with the alarming deterioration of food security and increased insecurity in recent months, so continuous to favor the use of the Red Rose system in order to cover the urgent food needs of households which aims to contribute to fighting food and nutritional insecurity of vulnerable households and more precisely pregnant women and nursing women (FFA) and malnutris or at riskMetropolitan Port to the Prince (ZMPP).With the start of the school year, if also sets up school canteens in 3 Port-au-Prince schools.

The SI team has been mobilized since 2024 for an EAH response (water provision, waste management, latrine constructions, awareness and distribution of hygiene kits) on 11 sites of displaced persons in the municipalities of Port-au-Prince and Delmas via funding from Echo and CDCS.

Since 2022, our teams have responded to the resurgence of the cholera epidemic.From October, Solidarités International, in collaboration with the Haitian authorities, followed the national strategy to combat cholera with a double “punch” (control) and “shield” (prevention) approach.

February 2024, Solidarités International submitted an Echo project with its local partner Orrah for an emergency intervention in protection and water, hygiene and sanitation (EHA) to meet critical humanitarian needs of the displaced populations and host communities (CH), resulting from the violence of organized criminal groups (GCOS) and their growing control over the country.Within the ZMPP, the action will offer an integrated and multisectoral approach on 11 displaced sites and their respective CHs, with the aim of reducing i) the risks of protection, and in particular gender -based violence (VBG) and II) the health risks of propagation of water diseases.

February 2025, a new wave of high intensity violence strikes the capital with a notorious advance of the territories controlled by the armed groups.If launches an emergency response for 60,000 people newly moved to EHA in the ZMPP sites.

Description of the post

General objective

The position is based in Port-au-Prince.The manager will be responsible for:

– centralize and harmonize tools and processes will be on the mission
– Provide methodological support to all program teams on technical issues related to the MEAL and transversal questions such as: design of the monitoring and evaluation plan, the collection and analysis of quantitative and qualitative data, measurement of indicators, the mechanism of response to complaints, the analysis of the lack of damage, etc.
– Ensure the quality and relevance of internal monitoring and evaluation activities, recommendations and analyzes produced by his department (studies, cards …).
– Ensure the transversality and the good integration of its department with all the departments (functional links) as well as consistency with all coordinators and managers;
– contributes to the development of institutional knowledge and the improvement of methods and techniques
– supports the training of program teams in its areas of competence
– contributes to the approach of capitalization and improvement of methods and techniques relating to its service.

SPECIFICAL STOCES AND DEFIS

– Define and implement the objectives of the department
– Deployment of the Meal strategy of new projects
– Operationalization of the MGPRI SOP including implementation of the mechanism for the treatment of harmonized complaints between if and the local partner within the framework of the ECHO project
– Development of a data protection SOP on the Haiti mission (including security and coding of BDDs)
– Implementation of systematic exercises in capitalization of lessons learned in particular on WASH activities (already in progress for the same)

Priorities in the first 2-3 months

-Monitoring of the monitoring and evaluation committee (TDR, frequency of meetings) and developing a capacity reinforcement plan for the Local Partner follow-up-and-valuation in charge of the local partner
– Monitoring of the S&E Mission plan
– Monitoring of the MGPRI with entry points common to the two partners and treatment of separate complaints

Security constraints

Haiti, and mainly the metropolitan area of ​​Port-au-Prince is categorized in level 4. Safety is very volatile/degraded in Port-au-Prince due to the presence of armed groups and daily clashes between all forces.The situation requires daily adaptation of movements and rules but does not prevent the conduct of activities.Peaks of violence are becoming more and more regularly and intense.

The mission safety rules are strict (curfew that evolves between 2 p.m. and 7 p.m. depending on the weeks, no trips on foot …), many population trips in the city and among the SI national teams.

A employee post:According to the experience, from EUR 2310 gross per month (2100 basic salary + 10% of annual leave payments paid monthly) and a monthly per diem of USD 750.

Breaks :During the mission, an work -study system between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by International Solidarity).To these break periods, there is an additional day of rest per month worked.
