This announcement corresponds to a vacancy currently available in the city of Bogotá.However, it seeks to establish a list of qualified candidates (ROSTER) that can be considered for future opportunities in other cities where operational needs occur.

Those candidates who meet the requirements, prior evaluation of their profile and experience, can be included in the elected roster, which will remain in force for a period of up to 24 months.Inclusion in the roster does not guarantee immediate hiring, but will allow candidates to contact new relevant vacancies.

CONTEXTOrganizational

Active in Colombia since 1969, the World Food Program (WFP) has focused its work on humanitarian assistance, the development and consolidation of peace.Following this model, the WFP is having a positive, transformative and durable impact on the lives of hundreds of thousands of people, helping them to achieve food security sustainably.When working together with the government, NGOs, community partners and the private sector, the WFP Colombia is recognized for being able to access remote rural populations and for supporting the country’s efforts to achieve zero hunger and sustainable development through global alliances (objectives 2 and 17 of sustainable development objectives).

In 2024, the World Food Program (PMA) renewed its association with the Colombian government to achieve “zero hunger” and move towards the sustainable development objectives, through its new Strategic Plan of the Third Generation Country (2024-2028).In the new strategic PMA plan, the strategic result 3 (SO3) focuses on supporting rural communities to develop resilience against climatic impacts and strengthen their livelihoods, while supporting the implementation of the road map for the transformation of food systems.This includes strengthening support for agricultural markets of small producers (SAMS), in alignment with the new PMA corporate framework on SAMS and value chains, which seeks to take advantage of food demand, diversify and improve life, strengthen alliances between the public and private sectors to improve the local value added value of food, their processing, quality and safety, distribution and consumption of accessible foods, safe and nutritious.

Taking advantage of its worldwide experience, PMA has been strengthening community capacities for the promotion of participatory planning, community empowerment and the implementation of integrated actions, which promote rural development.Therefore, actions have been implemented that have been strengthening the capacities of small producers with the aim of strengthening their livelihoods and facilitating their access to markets sustainably (Sams).In line with this strategy, the WFP works to contribute to the efforts of the Colombian government in the implementation of the National Development Plan (PND), and particularly in the stabilization and consolidation processes of the territories focused on the peace agreement;as well as in processes of productive and labor reconversion of ex -minions located in areas of moors under the leadership of the Ministry of Mines and Energy, and support for resilience and climate change initiatives in different areas of the country, in coordination with the Ministry of Environment and Sustainable Development.Additionally, PMA leads the media and access strategy to markets, with the collaboration of the Government of Colombia, cooperating countries and private companies, seeking to diversify production, stimulate markets, promote sustainable and green products, as well as encourage the participation and empowerproductive

The PMA is looking for aAssociate programs, which will be responsible for providing programmatic and operational support, with emphasis on information management for the consolidation of strategic activities, related to programs and projects that contribute to the construction of resilience and the strengthening of the livelihoods of the most vulnerable populations against the effects of variability and climate change, and reduce its impact on food and nutritional safety.It implies support for the formulation of proposals, from the characterization of communities (vulnerable/and non -vulnerable);The design and structuring of resilience and productive reconversion adapted to strategic territories and ecosystems, the design of profiles and implementation of productive projects, technical accompaniment for adaptation measures with nature -based solutions, capacities strengthening processes, and technical monitoring support.

Report line andSUPERVISION

The holder will work under the direct supervision of the Resilience and Climate Change Program officer as an integral part of the Programs Unit.Leading the implementation of programs and projects in charge of the unit, in development of the CSP of the PMA in Colombia.

Responsibilities:

The professional will be responsible for the following activities and functions:

Monitoring of climate change programs and projects, food systems and livelihood in charge of the unit related to the processes of productive and labor reconversion of exmineros and other beneficiaries that allow the development of sustainable livelihoods in urban-rural vulnerable communities.Ensuring its alignment to the regulations and procedures of the PMA.

Support the follow -up to the teams in the national and land office, in the development of programs and projects of living, climate change, food systems and resilience, ensuring quality, impact and compliance with work plans, agreed with partners, allies and donors.

Support financial monitoring of contributions in charge, ensuring the execution of resources in established times, generating alerts when necessary.

Support in the generation of financial and narrative reports of execution, presentations and serve as a focal point with the donor.

Coordinate with PMA units such as monitoring, finance, budget, cooperating partners among others and participate in coordination spaces with these units.

Develop instruments and methodologies with participatory approaches, aimed at the participating communities, ensuring the implementation of activities and generating evidence about the progress of life and resilience programs and projects.

Coordinate the implementation of affirmative actions in the programs and projects that promote equitable access of women and men to decision -making spaces and food markets, with the participation of communities, associations, public purchasing programs, local governments and other civil society actors.

Facilitate methodologies to strengthen execution instruments with executing partners mainly in productive conversion (exmineros), ecological restoration and regenerative tourism.

Support with terrain visits related to the projects and actions of the unit.

Incorporate gender analysis and protection in living activities.

Be the link with local, regional or national institutions for monitoring in the territorial articulation with the unit projects.

Perform other tasks required by the supervision team, which are related to the nature of the position.

Minimum requirementsREQUIRED:

Education:

Completion of the Secondary Education cycle.Desirable, professional title in agricultural sciences, economic environmental or related areas.Desirable postgraduate title or additional 2 years of equivalent experience, in areas related to international cooperation, project development, sustainable tourism and mining productive reconversion.

Specific experience:

6 years of professional experience in the implementation and monitoring of development projects that include at least two (2) years of experience in strengthening agricultural livelihoods with small producers, indigenous communities, Afro -Colombians, miners and processes of productive reconversion and sustainable tourism.

Experience in Knowledge Management and Systematization, Documentation processes of good practices and database management;

Knowledge is required in the use of computers and office (World, Excel, PowerPoint, etc.)

Experience in budgetary management and monitoring of contributions for project development.
