United Nations Children’s Fund is hiring a Consulting Technical Assistance in the Development of the New Computer System for Fortified Food Quality-Siccaf, Version 2.0, La Paz-Bolivia Headquarters, 75 days (Req 581761) to

BACKGROUND:

Within the framework of the Sectorial Health Development Plan and the provisions of the SAFCI Policy (Health, Family, Community and Intercultural), the Ministry of Health, Headquarters and Health Networks, have a coma objective to improve the nutritional status of children less than 5, promoting and strengthening breastfeeding, complementary feeding, consumption of micronutrients and supplemented foodHealth and UNLs for the care promotion of key nutrition practices.

The UNICEF Cooperation Program to Bolivia 2023-2027, in the OutcySupport the Ministry of Health and its decentralized instances (headquarters and health networks) Actions aimed at comprehensive nutrition care with community participation.

Therefore, and to achieve the results established in the country program and the goals of the Sectorial Health and Nutrition Plan it is necessary to have timely and complete information about the fortification of food that facilitates the Food and Nutrition Unit monitoring and making decisions based on the information generated by the SICCAF.

It will positively affect the control and surveillance of fortified foods, whose indicators inserted in the Institutional Strategic Plan of the Ministry of Health and Sports are:

Percentage of edible vegetable oil marks that comply with the fortification regulations with vitamin A (type A samples).
Percentage of wheat flour marks that comply with iron fortification regulations (type A samples).
Percentage of salt marks that comply with the fortification regulations with iodine (type C sample).
Percentage of wheat flour marks that comply with iron fortification regulations (type C samples).

For the aforementioned and to achieve the results of compliance with the fortification regulations, it is agreed between the UAN and UNICEF to have technical assistance for the update of the new computer control system for fortified foods – Siccaf version 2.0

How can you make a difference?:

GENERAL OBJECTIVE.- Update the Computer System for Fortified Food Quality- Siccaf Version 2.0.in force to strengthen the control and surveillance of fortified foods nationwide.

Specific objectives.-

Design and develop the modules of the control system as required by the UAN and technological guidelines issued by the PNSUIS.
Perform the pilot test to verify the operation of the software modules and adjust/execute the required changes.
Prepare the SICCAF documentation and technological transfer to the Single Health Information System (SUIS) and the Food and Nutrition Unit of the Source Code and Database.

Required candidate profile:

A) Technical evaluation (75 points)

Bachelor of Systems and/or Computer Engineering
Specialization and/or Postgraduate Studies in the development of programs or related areas
Experience of at least five years (5) in professional practice in Systems and/or Informatics Engineering
Work experience in the health sector, developing information system
Experience of more than 5 years in the development of computer systems in the social area
Knowledge of the Health Information System (SNIS, SUIS)

B) Economic proposal (25 points)

– A financial proposal in local currency (Bolivians) expressed as a total amount by consulting.The amount must consider professional fees, tax payment, etc.

No technical proposal is required to postulate.The final selection will be based on the principle of “better value for money”, that is, achieve the desired result to the lowest possible cost.

IMPORTANT:

The invoice emission is mandatory for each amount disbursed.UNICEF only receives invoices issued by the consultant, invoices issued by other persons or institutions, nor forms or other tax payment discharges are not received.The consultants are responsible for complying with all tax obligations, in accordance with Bolivian laws and all applicable regulations.UNICEF promotes compliance with all Bolivian tax laws related to the provision of services of its consultancies.
The awarded candidate must have a bank account in Bolivians on his name and must provide the office with the minimum information for registration in the accounting system.Also, before starting your tasks you must perform mandatory online training in accordance with the organization’s regulations.
Likewise, payment to the pension fund is the exclusive responsibility of the consultant in accordance with the tax regulations established in Bolivia;UNICEF will not request the record of the contribution for any disbursement.
The consultant will deliver the products and reports agreed in electronic medium in universally acceptable language and in a hard copy if required by the organization.The issuance and delivery expenses of these products/reports will be borne by the consultant.
The payment process lasts for up to two weeks, from the approval of the product.
Persons hired by virtue of a consultant contract will not be considered “personnel members” under the Statute and Regulations for the United Nations personnel and UNICEF policies and procedures, and will not be entitled to the benefits provided for therein (such as, licenses and coverage of medical insurance).Your service conditions will be governed by your contract and the general conditions for contracting consultants.The consultants are responsible for determining their tax obligations and the payment of any tax and/or rate, in accordance with local laws or other applicable laws.
