Objective of the position:

In Guinea the question of gender inequality and gender-based violence constitute today, by their frequency a major concern in the protection, health and well-being of the general population and the female layer in particular.

Faced with this issue, the Guinean government and the technical and financial partners have made efforts for the elimination of this scourge through the implementation of competent organizations and the taking of commitments in several international executives, the training of actors to take care of VBGs, the design of policy, strategic and normative documents

Through the ministries in charge of female promotion, childhood and vulnerable people and the Ministry of Health and Public Hygiene.Despite these efforts, the statistics are still non -shiny: 80.7% of women and girls aged 15 – 64 have undergone an act of violence, including 29.3% of sexual violence;11.8% of women have been victims of rape at least once since the age of 15 and 6.6% suffered it in the last 12 months (ENVBG-2016).

Under the general supervision of the representative of the UNFPA and direct of the deputy representative, the gender program specializes in the gender unit, is responsible for managing the genus of UNFPA Guinea program including gender -based violence, and provides strategic and technical leadership for its development, planning, implementation, monitoring and evaluation.He also supervises the members of the unit.

You will be responsible for:

A. Programmatic and technical leadership

Provide a global strategic and technical orientation for design, planning, coordination, implementation, monitoring and evaluation of gender program interventions.
Supervise a technical team to ensure the effective and in due time achievement of the expected results.
Develop results -based work plans.
Ensure consistency between gender program projects according to a management -focused management approach.
Conduct regular situation analyzes on gender equality.
Propose innovative strategies to counter violations of the rights of women and girls.
Offer technical support and capacity building to partners.
Work with the operations unit to ensure efficiency, compliance and responsibility in the use of funds.

B. Plaider based on evidence

Identify political gaps and make concrete recommendations.
Represent UNFPA in national, regional and international forums.

C.SUIVI, Evaluation and report

Ensure the systematic implementation of monitoring-evaluation.
Prepare regular reports on progress.
Organize regular meetings with implementation partners.
Make field visits.
Document and share good practices, lessons and replicable strategies

D.Development of partnerships

Develop and maintain partnerships with UN agencies, national and international partners.
Develop quality financing proposals in the field of gender/VBG.

E.Supervision and performance management

Supervise, train and motivate team members.
Implement the UNFPA performance management system.
Promote a positive work environment, without harassment, promoting the professional life-life balance.

F.Transversal integration of its kind and preparation for emergency situations

Ensure gender integration with other components of UNFPA (Reproductive Health, Youth, Population)
Integrate emergency preparation into gender programs.
Integrate the VBG into emergency responses.
Press the representative in the coordination of the gender equality of the United Nations thematic group.

G. Other tasks

Any other activity entrusted by the representative or the deputy representative.

Qualifications and experience:

Education :

Advanced university degree in gender studies, development studies, sociology, political science, international affairs, humanitarian affairs, or any other relevant field of social sciences.

Knowledge and experience:

Minimum 5 years of experience in development and population activities, with experience in program/project management, preferably in the field of gender or VBG.
Mastering office tools (Word, Excel, PowerPoint) and web -based management systems

SKILLS:

Ability to provide advice and guidelines on the analysis, interpretation and application of data to produce national and subnational data for profiling purposes and situation analysis;
Solid skills in interpersonal communication;
Mastering the use of computers and office software (MS Word, Excel, etc.) and knowledge of calculating sheets and databases, experience in the management of web -based management systems.
Excellent capacity writing reports, in -depth knowledge of data and skills in convincing oral presentations;
Knowledge of the United Nations system is desirable.

LANGUAGES :

The mastery of French is required and excellent skills in oral and written communication;Practical knowledge of other local languages ​​is desirable.
