Category B Consultants: Tangible and measurable outputs of the work assignment:

to develop an external communication strategy on the implementation of the sustainable integration mechanism for beneficiaries of international protection.

Deliverables:

Develop an external communication strategy on the implementation of the sustainable integration mechanism for beneficiaries of international protection.

Tasks to be performed and deliverables

Review international experience of communication strategies in interrelations with migrants by end of July 2025;
Develop a workplan on the Designing Communications Strategy with the Afghan Diaspora in Kazakhstan in close cooperation with project partners; (language of the report – English/Russian) – by end of August 2025
Submit methodology and draft of context of communication strategy – by end of September 2025
Conduct interviews and consultations with project partners and beneficiaries (at least 15 interviews with project partners and 2 focus groups with 50 beneficiaries in Almaty and Shymkent) – by end of November 2025
Submit draft of external communication strategy – by end of January 2025
Present external communication strategy  within workshop – by mid of February 2026
Finalize document in line with recommendations – by end of April 2026

Education, Experience and/or skills required

Education

Master’s degree in Journalism, economics, social sciences, marketing, business administration, sustainable development or a related field with five years of relevant professional experience;

Experience

Proven experience in developing analytical works, preferably in migration related fields;
At least 5 years of proven experience preferably in social research areas;
Previous experience in conducting international research including using research techniques such as surveying, KIIs and Focus Groups;
Knowledge and understanding of the relationship between migration and development and diaspora engagement;
Advanced experience in drafting research tools and sampling frameworks, as well as data management and analysis;
Experience in working with international organizations and UN agencies is an advantage;
Previous experience in developing reports for national governments is an advantage.
