Your Role

As an Associate Procurement Officer, you will work with other members of the PPFD Procurement Specialist assigned to the SPSO and with Procurement Sector Teams in Headquarters and engage with Executing and Implementing agencies (EAs/IAs) of the Borrower, SPSO and Sectors Department staff, engaged consultants, and other partners on all procurement-related aspects of the sector portfolio, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

You will

Be a regional procurement expert in a PPFD Procurement Team.
Support procurement policy work, strengthening countries procurement systems.
Contribute to the country, sector and agency procurement risk assessment reviews.
Support PARD, Sectors and SPSO in processing and administering Technical Assistance (TA) projects, in particular provide support to the consultant recruitment process.
Be the focal or alternate to the assigned loan/grant/TA and participate in processing and review missions, undertaking the strategic procurement planning exercise, reviewing contract packaging, and discussing with EA/IAs to support project processing, implementation, and other consultation missions.
Under the supervision of the Procurement Specialist assigned to the SPSO and/ or Procurement Sector Specialist undertake the transactional review of multiple procurement documents, including bidding documents, bid evaluation reports, and recommendations for contract award for goods, works, non-consulting and consulting services.
Support the procurement aspects of the project preparation documents, review and comment on the bidding documents and evaluation reports and consolidate comments, requests for clarifications and/or revisions and draft the relevant sections of the electronic procurement approval form (ePAF), for approval by the relevant delegated authority.
Support monitoring, tracking and reporting on the procurement activities and related data to different partners.
Collaborate with EA/IAs for tasks relating to procurement planning, review, contract awards and contract management.
Support the EA/IAs in preparing multiple procurement documents to ensure full compliance with ADB’s procurement guidelines and financing agreements.
Within delegated authority, review and endorse/ approve assigned procurement transactions.
Provide advice on compliance with ADB Procurement Policy: Goods, Works, Nonconsulting and Consulting Services (2017, as amended from time to time), and Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
In discussion with the Procurement Specialist, escalate complex matters where it is agreed that they need to be addressed at a higher organizational level.
Where assigned, support other non-project-related procurement projects led by PPFD, including organization and participation in business opportunities fairs and seminars, internal policy development activities, creation of knowledge products, participation at procurement events.
Support EA/IAs procurement capacity development, procurement training planning and delivery, in particular help develop training materials and case studies and in conducting procurement training for Sectors and Regional Departments, EA/IAs, consultants, contractors and suppliers.
Support market research projects and outreach events planning and delivery, in particular help preparing briefing notes, upcoming procurement opportunities and other information of industry interest.
Contribute to the achievement of corporate targets, including by supporting PPFD and Sectors Department in meeting its obligations to management around procurement metrics.
Compile and maintain important procurement metrics covering performance indicators in the procurement portfolio assigned.
Perform any other assignments as required and reflected in your workplan.
Qualifications

You will need:

Bachelor’s degree preferably in engineering, law, business administration or related discipline; preferably with advanced training in public procurement or relevant fields.
At least 5 years relevant experience in project preparation, processing and implementation with substantial experience in procurement and contract management related to infrastructure and consultant recruitment.
Experience with ADB or similar multilateral development bank’s procurement policies, regulations, guidelines and procedures, and anticorruption policies.
Handle concurrent responsibilities with a high degree of urgency.
Proven strength in conceptualizing complex ideas and frameworks.
Ability to collaborate with team members and work collaboratively as a constructive team member.
Proficient in expressing ideas clearly in both spoken and written formats in English. Excellent written (including report-writing).
