Role and responsibilities

The following is a brief description of the role.

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

Support and Implement NRC’s systems and procedures at area level.
Support the adherence to NRC policies, handbooks, guidelines, and donor requirements.
Ensure proper filing of all support documents.
Support line supervisors in procedures and require support team training.
Support the supervisor for the Management of Country office financial team.
Support the management to Implement anti-corruption policy

Specific responsibilities

Accounting, Banking, and Auditing

Looking after and managing the Cash and Bank of NRC at the Country Office level.
Review, process, and follow-up on payments related to Country Office (CO) and Area Offices (AOs)
Review and approve Travel Authorization Requests (TARs), expense claims, Purchase Requests (PRs), Purchase Orders (POs), and salary advances at country office level
Prepare vouchers, cheques and any other supporting documents that are needed to complete the payment process
Post payments to NRC Agresso financial system when needed (most likely in absence of other finance staff)
Act as the focal point for payroll processing for Tunisia and Libya operations
Scan and archive (Tunis and Libya) payroll include proof of transfer
Scan and archive accountancy documents of Tunis financial movements then share with Tunis accountant, as well as scan and archive social security and tax records/Payments
Maintain sufficient cash funds at CO cashbox for activity office implementation and coordinate petty cash replenishments, including regular bank visits for cash withdrawals
Serve as CO focal person for bank-related matters, manage bank documentation needs, and update bank signatories.
Follow up on fund transfers with the bank account manager or (bank representative) include sharing transfer information
Upload International staff timesheet to Agresso in monthly basis
Prepare and submit all documents needed for the legal Tunis governmental annual audit
Prepare and submit all CO documents needed for NRC annual audit
Support the finance team at CO with any accounting, banking, and auditing requests
Any other Finance accounting, Banking, and Auditing tasks as requested and delegated by the Line Manager

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

Scale and scope of position

Staff: Finance Team Leaders, Finance Technical Officers, Finance Technical Assistant Stakeholders: Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies) Budgets: List of budgets covered by postholder, and size of budget Information: Brief description of the information resources the postholder is responsible for at CO level (e.g. GORS, Agresso, Webcruiter, Intranet) Legal or compliance: Brief description of any legal or compliance responsibility the post holder has (term of employment, vendors, donors)

 

Competencies

Generic professional competencies: 

•              Experience from working as a Finance Technical assistant in a humanitarian/recovery context will be preferred.

•              Previous experience from working in complex and volatile contexts

•              Documented results related to the position’s responsibilities

•              Knowledge about Accounting, Banking and Auditing

•              Reasonable knowledge in English, both written and verbal

Context/ Specific skills, knowledge and experience: 

•              Knowledge of the context in Tunis

•              Fluency in Arabic and English

•              Experience with Tunis and Libya government financial laws/regulations
