Introduction
UNDP Bhutan is seeking proposals from qualified and experienced national (Bhutanese) consultants for the Impact Evaluation of the Project – Supporting Climate Resilience and Transformational Change in the Agriculture Sector in Bhutan (FP 107). Please see below brief objective and scope of the assignment.
Building on the baseline survey in 2021 and the first follow up survey in 2023, the primary objective is to assess cumulative casual effects of the project’s intervention aligned to the project outcomes. This would involve determining whether observed changes can be attributed as a follow-up to two past surveys in the project sites. The evaluation will also assess the field evidence and human-centric stories to complement the scale, magnitude and extent of the project’s results and impacts. determine evidence the final round of household data collection (endline) to assess the impact of the project’s interventions.
The endline impact evaluation must provide evidence-based information that is credible, reliable, and useful. The international consultant will review all relevant sources of information, including the baseline report and 1st and 2nd Follow up surveys, as well as any other relevant documentation/reports. The endline impact evaluation should cover the localities and households surveyed at baseline and now cover all 8 districts instead of 6 districts in the previous surveys. Particular attention should be made to limit attrition. Data collected should be easy to link with the baseline and follow up data and capture project’s result indicators and measurements: during data collection that will be carried out with Computer Assisted Personal Interviewing (CAPI), the baseline household identification numbers should be prefilled, and special care should be taken by enumerators to identify households using the pre-filled ID.
Household questionnaire design: the baseline and follow up household questionnaires should provide the basis for the endline survey questionnaire. Questions should be revised based on the responses obtained in the baseline questionnaire and considering measurement of the project results. Modules that cover time-invariant characteristics should be removed, resulting in a shorter survey questionnaire. An additional module should be included to collect data on the identified project indicators including assessment of impact across cross-cutting issues such as gender. It should be similar to the one included in the monitoring survey.
