Context

The suspension of foreign funding in 2025 has disrupted critical humanitarian assistance for millions of internally displaced persons (IDPs) worldwide. Triggered by executive actions aimed at reevaluating foreign aid and eliminating certain government programs, this halt has forced humanitarian organizations to pause operations, reduce services, and suspend partnerships. Given that the U.S. contributed nearly half of global humanitarian funding in 2024, the ripple effects are severe, especially as other donors follow suit with additional cuts. This trend underscores the urgent need to research how such funding disruptions impact the protection, assistance, and long-term solutions available to IDPs.

Key Responsibilities

Research support to ICVA and the Office of the Special Rapporteur on the Human Rights of Internally Displaced Persons: the candidate will take stock of available research on the impact of the foreign aid suspension and the consequences for Internally Displaced People (IDPs) globally, including the impact on organizations led by internally displaced persons. They will then identify gaps where additional information and data is required to form a comprehensive global picture of the short and long-term impacts on IDPs. They will then design and implement a research plan to fill these information and data gaps, and draft a report with recommendations (max 5 pages) and an OpEd (max 2 pages) that summarizes the results.

Required Skills and Experience

We are seeking a dynamic, organized and proactive team player, with a keen interest in internal displacement and human rights. Candidates should have strong research and analytical skills, knowledge of scientific research methods, and good interviewing and writing skills. Work experience on forced displacement and drafting documents is desirable, and a degree in a related field is considered an asset. All candidates should have professional knowledge of English, and fluency in Spanish, French or Arabic is an asset.
