Main purpose of job:
The work of the British High Commission (BHC) in Pakistan is focused on six main workstreams – which are underpinned by enabler functions.
BHC Islamabad is looking to recruit a suitably qualified and experienced Monitoring and Evaluation (M&E) Adviser. This position is open externally and internally to Country-Based Staff on promotion and level transfer.
The role sits within the Operational Excellence (OpEx) team, which oversees the effective delivery of the portfolio of programmes at the mission.
The post holder will be the dedicated technical expert on the evidence and evaluation agenda. This will involve providing technical M&E support to programmes, supporting cross mission strategy, including on driving our shift towards outcomes delivery, building skills and capabilities on data and use of evidence for policy and diplomacy. The postholder will also be the Deputy Team Leader of the Portfolio Delivery Unit, providing cover as required.
The successful applicant will be supported to accredit to the Evaluation cadre. They will also be supported to maintain their professional development

Roles and responsibilities that a jobholder will be expected to achieve:
- Lead the Analytical Support Function, setting clear direction and providing active and inclusive management of and HEO M&E Manager
- Design and implement a new Portfolio Monitoring Evaluation and Learning (PMEL) programme
- Act as Deputy Team lead for the Portfolio Delivery Unit
- Improve programme design and delivery through strengthening monitoring and evaluation at every stage of programming
- Provide cross-mission technical expertise, enabling data-driven decision making
- Lead on the governance of the cross-mission Portfolio Board
- Maintain the existing platform for sharing data and evidence across the mission
- Coordinate with external partners, including the World Bank and Pakistan Bureau of Statistics
- Build a strong network across FCDO, particularly within the statistics and evaluation cadres
Resources managed (staff and expenditure) :
Line Management: This role involves line management of one HEO Monitoring and Evaluation Manager.
Budget: The job holder will likely be managing expenditure. They will be SRO for a new Portfolio MEL programme (Up to £24 million) and will be in charge of designing and working with Commercial to onboard a delivery partner and implement the programme. The expenditure management will be added to the role eventually (after 12 months)

Essential qualifications, skills and experience
Essential on arrival:
- Hold an undergraduate degree at a minimum of 2:2 (or local equivalent), with sufficient social research methods training (comprising around one third of modules taken in the course) including quantitative research methods and three of the following: systematic/literature reviews; qualitative methods; interpretation of data and presentation of results; study design, hypothesis testing and application of ethics to research.
- Advanced degree (Master’s or PhD) in Economics, Statistics, Psychology, Geography, Political Science or similar relevant discipline.
- At least 7 years of full-time relevant professional experience in conducting programme evaluations or advising on evaluations, preferably in the development sector
- Experience designing and managing programmes in the development sector
- Line Management and team leadership experience

Other benefits and conditions of employment
For BHC candidates, the Country Based Staff BHC Terms & Conditions will apply.
For other than BHC candidates the basic salary will be PKR 668,575 per month. This salary is non-negotiable.
Please note that the current salaries are being dollarized and processed in USD (using a fixed corporate exchange rate from November 2022) to provide cushion against the current external market conditions. This is a temporary measure and is subject to review at regular intervals. The payroll will revert to local currency processing once the external market conditions are normalised.
BHC offers a great benefits package that comprises of Annual Domiciliary cover and Medical Insurance Scheme which includes PKR 1,500,000 floater coverage per family for self, one spouse/long term partner and children under the age of 19 or under 23, if in full-time education and not gainfully employed. The Annual Domiciliary cover for day-to-day medical payments is upto PKR 200,000 per family (basis actual bills submission).
Additionally, The British High Commission contributes to a retirement provision in the form of a mandatory provident fund.
