About the Program 

The goal of PNG Women Lead is that PNG women and girls, in all their diversity, are safe and equitably share in resources, opportunities and decision-making, with men and boys

The objectives of the PNG Women Lead program are drawn from DFAT’s Gender Equality and Women’s Empowerment Strategy: 

  1. Enhancing women’s voice in decision-making and leadership
  2. Ending violence against women and girls
  3. Promoting women’s economic empowerment

This is to be achieved through four End-of-program outcomes (EOPO).

To achieve EOPO 1 – Selected partners better represent women’s voice and interests in targeted areas, including women with disabilities, the program will deliver:

  • Expanded networks of effective advocates (men & women) progress gender equality & women”s empowerment.
  • An expanded and more effective PNG women’s movement.
  • More women are supported as decision-makers and leaders in selected partner organisations.

To achieve EOPO 2 – Increased awareness and practice of respectful and safe ways of relating between men and women in target areas, the program will deliver:

  • More effective strategies promote respectful and safe ways of relating between men and women in target areas.

To achieve EOPO 3 – Women have improved access to coordinated GBV case management in target areas, including women with disabilities, the program will deliver:

  • Key partners expand access to safe and effective GBV services.
  • Select GoPNG agencies establish coordinated GBV case management pathways.
  • GoPNG increasingly funds safe and effective GBV response services.

To achieve EOPO 4 – Selected partners expand women’s financial decision-making powers and employment opportunities, including women with disabilities, the program will deliver:

  • Women are supported as decision-makers and leaders at work in participating workplaces.
  • Women increasingly exercise financial decision-making (with men) in targeted households.

Building on lessons and evidence from Pacific Women and based on feedback through design consultations, this program will adopt the following delivery approaches:

  • Local leadership – strategically, technically, and operationally – by local women situated in a Program Management Team in PNG, with nuanced and empowering support from the Managing Contractor (MC).
  • Strategic partnerships – with credible local women’s organisations, with support from international partners where required, with GoPNG, the private sector and core funding for UN Women.
  • Enhanced technical capability – including a Gender Hub.
  • Strong linkages with the Pacific Women Lead and other relevant initiatives.
  • Focus on targeted areas and leveraging other programs for national reach.

About the Opportunity

Under the management of the P&C Services Manager and guidance of the Talent Acquisition Manager, the P&C Coordinator will undertake the full breadth of recruitment and support HR activities as part of a multi-skilled team.

Key responsibilities 

The P&C Coordinator will report to the P&C Manager and undertake the following responsibilities:

Recruitment & Onboarding

Working with the TA Manager undertake recruitment activities for PNGWL and wider Abt PNG Programs (where required), including:

  • Recruitment pipeline: developing terms of references in accordance with Abt Associates and DFAT policies and delegations, adhering to the principles of gender equity and social inclusion
  • Providing general HR & Recruitment advice to PNGWL and support wider Abt PNG Programs, in line with Abt Associates recruitment policy.
  • Go to market: attract high calibre candidates through advertising (online and local press) and targeted recruitment practices, acting as the first point of contact for general enquiries

Candidate management

  • Managing all ATLAS recruitment activities, including job advertisements, candidate screening and shortlisting for managers and coordinate and facilitate the interview and selection process
  • Undertake due diligence by conducting the necessary reference checks, psychometric testing, medical and police checks
  • Ensure all invoices pertaining to recruitment activities are approved and submitted for payments in a timely manner (i.e., pre-employment medical invoices & job advertisement invoices)
  • Visa management: liaising with candidates, the PNG Department of Immigration and the Australian High Commission to manage and maximise visa approval turnaround times
  • Data and file management: ensuring all recruitment activities are recorded confidentially on the central HR database/recruitment tracker
  • Onboarding: commence the onboarding requirements for new employees
  • Facilitating the hiring process for Contractors in accordance with Program needs, ensuring Contractor’s service orders are approved and submitted on time, and their onboarding is completed in a timely manner.

HR Activities

Working closely with the P&C Services Manager:

  • Staff communication and support: field general queries from staff in a confidential and efficient manner, adhering to HR policies and procedures, liaising with the Brisbane Head Office as required
  • Staff orientation: manage the full cycle of staff orientation to ensure new employees are fully informed and equipped to undertake their role within the facility
  • Assist with the management of Insurance and NASFUND membership registration and administration, maintaining current and accurate HR records
  • Provide assistance with salary sacrifice processes and provide feedback to any queries/matters raised by employees
  • Other HR matters: undertake any other duties as required.

People Strategy

Responsibilities may include:

  • Support Learning and Development activities where required
  • Support socialisation and use of the Abt performance management system, including the creation of policies and procedures
  • Other duties as directed by the P&C Manager.

Key deliverables

  • Ensure all HR development activities are conducted in an efficient and timely manner and in accordance with Abt Associates policies and guidelines.
  • Meet Key Performance Indicators such as the recruitment and selection of candidates within 45 days and respond to staff enquiries in a timely manner, keeping staff abreast of progress as required
  • Update managers on the progress of their recruitment activities as required and on an ongoing basis
  • HR records: maintain Recruitment Tracker for effective recording of recruitment statistics and/or other HR records daily and in real time
  • HR reporting: contribute to the monthly, bimonthly HR trends report as required
  • Develop and maintain knowledge and understanding of Papua New Guinea labour (and related) legislation, regulations, practices and instruments
  • Undertake all work in a confidential manner, always using tact and discretion
  • Keep accurate records where required
  • Be consistently responsive to client needs – internal and external.

About You

  • Tertiary qualifications in Human Resources or Business Administration.
  • Demonstrated experience in working within an internal recruitment function or HR capacity for a large organisation.
  • Understanding Papua New Guinean labour laws, regulations and practices.
  • Exceptional communication skills, as well as a demonstrated ability to communicate effectively cross-culturally and confidentially.
  • Demonstrated ability to build strong working relationships with a variety of internal and external stakeholders.
  • A demonstrated commitment to fostering a culture of gender equity and social inclusion within the team and through all HR management practices.
