JOB DESCRIPTION
Project Manager

RESPONSIBILITIES – This position is based in Apia, Samoa
- Develop the detailed workplan on delivering the Hub Facility Small Grant and share with internal project teams with CI and the GBRF (Great Barrier Reef Foundation) for review and endorsement.
- Design the small grant facility and develop templates for project proposal concepts, progress reports, and final technical reports and financial reports.
- Gather, develop, and share project information, action plans, and deliverables with internal and external project stakeholders.
- Develop TORs for specific training to be delivered to help build the capacity of local beneficiaries’ partners in project management, reporting, and financial bookkeeping as well as project monitoring.
- Ensure partner/stakeholder standards and interests are represented and incorporated into project deliverables. Review for compliance with partner/donor agreements.
- Function as a key project information source and advisor. Represent CI/GBRF and ensure effective communications and information sharing between all partners and stakeholders.
- Ensure compliance with the provided GBRF Operations Manual and raise any compliance concerns with CI Supervisor and GBRF in a timely manner.
- Oversee the overall implementation of assigned project(s).
- Monitor project progress and provide technical advice on the project’s management.
- Identify trends and corrective actions to resolve problems and ensure future project efficiencies. Help identify tools, resources, and training that will facilitate project success.
- Manage the preparation of reporting summaries and project narratives. Collaborate with the Operations Manager Program Finance, and operations staff on project financial reporting.
- Coordinate the establishment of a Steering Committee (SC) for the Hub Facility and act as Secretariat to the SC, working with the appointed Chair of the SC, to call for meetings, prepare minutes of the meetings, and set up project review and evaluation meetings with the SC.
- Develop the TOR for the Hub Facility Steering Committee.
- Manage project staff, which may include hiring and managing subcontractors, partner staff, and other non-CI project personnel.
- Perform related duties as assigned.
WORKING CONDITIONS
- Periodic travel to the project site and other office locations.
- Comfortable working outdoors for extended periods.
- Ability to work outside the normal work schedule to meet project deadlines.
- Possibility of overseas travel for work-related meetings or conferences
QUALIFICATIONS
Required
- Bachelor’s Degree in Environmental Management, Environmental Science, Marine Science, and Development Studies, or Environmental Studies.
- 4 to 6 years of related work experience in project management, including planning and budgeting.
- Up to 2 years of experience supervising others and managing and motivating multi-cultural teams.
- A good understanding of the economic and environmental issues facing Pacific Island Countries and the local communities is strongly preferred.
- Ability to conduct assessments of coastal reef systems and watershed areas based on natural and anthropogenic impacts
- Good understanding of the Pacific Coral Reef Action Plan 2021-2030 and how it relates to Samoa’s national environmental action plans and policies, such as the Samoa Ocean Strategy, State of Environment Report, etc.
- Ability to diagnose problems and identify solutions.
- Strong organization and time management skills.
- Team player and able to work effectively with diverse work groups in a multicultural environment.
- Strong written and verbal communication skills. Proficient both in written and spoken English and Samoan
- Ability to work well under pressure, multitask, set priorities, and deliver quality results.
- Comfortable working in a fast-paced environment with changing priorities and under general supervision.
Preferred
- Master’s degree/Post Graduate Diploma Certificate in environmental science, Management, Studies, or Development Studies is an advantage.
- Valid Driver’s license (if they can drive).
