Job Description:

Purpose of the position:

To provide leadership and management over a team of programme staff towards quality design, implementation, and monitoring of World Vision programmes in alignment with the national office strategy.

To ensure that programme goals, outcomes and outputs agreed upon with programme stakeholders (national office, funding office, government, communities and technical partners) are achieved within agreed timelines and budgets and contribute in measurable ways towards improved wellbeing of children, their families and communities, especially the most vulnerable.

To contribute to the growth of the World Vision Chad’s resource portfolio at programme level and ensure effective and efficient management of resources (human, financial and material) following World Vision standards and guidelines.

To uphold World Vision’s core values and interests in the running of operations and be the main contact person before local stakeholders and partners in the area of operations.

Major Responsibilities:

Leadership & management

  • Model a leadership and life style which uphold World Vision identity and core values before staff and partners inside and outside the operational area
  • Build a collaborative and mutually supportive environment for program staff encouraging sharing and learning.
  • Organize and coordinate daily programme activities ensuring that staff receive support they need to perform to their highest capacity.
  • Supervise all direct reports, including orientation, on-going management support, quarterly coaching, annual performance planning and appraisal.
  • Support the professional and personal development of staff through on-the-job coaching, identification of learning and training needs and opportunities.
  • Coordinate the implementation of faith& Development activities in alignment with our SI #1 of living our Christian faith and calling with boldness and humility

Planning, budgeting & management

  • Ensure appropriate participation and ownership of communities (including children) and partners of each programme in developing goals, outcomes and outputs in alignment with the national strategy as well as technical approaches and technical programmes to support the improved wellbeing of children and communities.
  • Coordinate budgeting process at programme level, prepare Multi-Year Budgets, and ensure that plans and budgets are communicated to and approved by the relevant stakeholders (NO, SO) through appropriate channels and systems
  • Ensure that programme funds are used for the agreed purposes, and that finance policies, standards and procedures are followed in all transactions.
  • Monitor spending vs. budget monthly and/or quarterly for Project-level expenditure & make corrective actions where necessary
  • Coordinate monitoring of programme progress against defined plans and timelines, and take action to steer things in the right direction.
  • Ensure proper and documented management

Accountability and quality assurance

  • Develop programme risk management and mitigation plans and ensure their effective implementation
  • Coordinate with programme staff to provide monthly progress updates to the national office and ensure detailed narrative and financial reports are prepared at the end of Q2 and Q4 for Support Offices including financial variance explanation.
  • Ensure programmes, including sponsorship operations, meet the required quality standards

Networking and collaboration

  • Develop and maintain positive and productive relationships with local partners
  • Participate in relevant networks, working groups, and meetings profiling WV Chad work and perspectives
  • Represent WV Chad leadership and interests before local authorities in the area of operations
  • Contribute to managing relationships with donors and funding offices and organize field visits to show evidence of impact of WV’s work in the lives of children, their families and communities.

Qualification and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • At least Bachelor’s degree in International Development, Business Administration, Rural development, social studies or any related field
  • Minimum of 4 years managerial experience in Programme/project management with a thorough understanding of all areas of project management cycles in a complex international organization.
  • Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred
  • Strong budgetary and financial management skills.
  • Proficiency in written and spoken French and English.
  • Good interpersonal, organizational and time management skills.
  • Ability to maintain performance expectations and hold other accountable
  • Computer literate in Microsoft Office, Lotus Notes or similar database, email and internet programs.

Ability to travel within country, regional and internationally
